Much ado in Parliament but Perikatan’s Budget 2021 clears third reading by three votes

KUALA LUMPUR, Dec 15 — Despite all the speculation and drama in the last few weeks, the Perikatan Nasional (PN) government’s Budget 2021 was passed 111-108 in its third reading in the Dewan Rakyat today.

Speaker Datuk Azhar Azizan Harun announced the absence of one MP when the Opposition called for bloc voting. It is believed the missing lawmaker is Gua Musang MP Tengku Razaleigh Hamzah from Barisan Nasional.

The Dewan Rakyat also passed the budgets for the Ministry of Education and the Ministry of Higher Education earlier today. With this, the allocations for all 27 ministries have cleared the committee stage.


Health Minister Adham Baba and Human Resources Minister M Saravanan as well as MP P Prabakaran from the opposition — appeared in full personal protective equipment (PPE)

  1. Health Ministry DG Noor Hisham the "obedient" civil servant approves his boss Menteri Air Suam to circumvent quarantine and attend parliament.
    Clear conflict of Interest. Coincidentally he received TAN SRI title in August.

    Following the dissolution of the Sabah state assembly, the Health Ministry "obediently" gave green light for elections to be held in September, causing Covid cases to skyrocket since then. Some gomen ministers campaigning in Sabah did not even follow quarantine rules upon returning eg Jeffrey Katak-ngan. Again Health DG "obediently" did not take any action or denda him RM1000.

    No Shame Noor Hisham. Just Return the title and keep your dignity.

    KUALA LUMPUR, Dec 15 — The parliamentarians, who were present in the Dewan Rakyat yesterday during the bloc vote despite officially being placed under a home surveillance order (HSO), received prior clearance from the Health director-general, the Dewan Rakyat Speaker said today.

    Datuk Azhar Azizan Harun added the three MPs — Tenggara MP Datuk Seri Dr Adham Baba who is also the health minister; Tapah MP Datuk Seri M. Saravanan who is the human resources minister; and Batu MP P. Prabakaran — wrote to Tan Sri Dr Noor Hisham Abdullah seeking permission to be present in Parliament to exercise their vote on ministry budget allocations.

    “Tenggara, Tapah and Batu wrote to the Health director-general to ask for permission to be present in Parliament.

    “The Health director-general also wrote back to all three separately and allowed them to be present during voting,” Azhar told the Dewan Rakyat today.

    KUALA LUMPUR (Nov 24): Parliament Speaker Datuk Azhar Azizan Harun clarified today that Keningau Member of Parliament (MP) Datuk Dr Jeffrey Kitingan received a quarantine order from the Ministry of Health (MoH) on Nov 12, 2020 but subsequently received a release order yesterday (Nov 23) after opposition MPs alleged that Kitingan had broken the Covid-19 quarantine order to attend today’s parliamentary session.
