UEC - the Mahathir Mentality

I used to play softball at school, rather badly, wakakaka. The game is somewhat similar to baseball but with several minor differences such field size, ball, pitching area, ball-delivery style, etc. But what I am about to write is unimportant to which game we refer to.


In both softball and baseball the dreaded sentence is '3 strikes and you're out' where the 3 strikes actually means strike-outs, or the inability or failure to hit a pitched ball.

That phrase is also used in crimes, where the three-strikes law significantly increases the prison sentences of persons convicted of a felony who have been previously convicted of two or more violent crimes or serious felonies, and limits the ability of these offenders to receive a punishment other than a life sentence.

But in Najib's case I want to use that phrase in the opposite way, namely, 3 strikes and you're IN, wakakaka.

GE-14 is coming so Ah Jib Gor has been campaigning heavily, both for BN and MCA-Gerakan, especially for the 2 Chinese-dominant parties. In the latter campaign case he has been Bapak Eid al-Fitr (wakakaka) to the Chinese Malaysians. The follwung have been what he has thus far done:


Strike 1 - Najib declared Han Chiang a university college,

Strike 2 - He made some 'noise' about Lil Napoleons opposing his move to build 10 new SRKJ(C) but assured the Chinese audience he won't allow those officials to stop his intention, saying he will definitely fund the new schools.

All he needs now is a Strike 3 with the hope he gets INto the good book of the Chinese voters or as many of them as he possibly can.

Strike 3?

Four years ago, on 29 April 2013, I posted Najib's Han Chiang Counteroffensive in which I wrote (relevant extracts):


... if Najib really wants to break out of his 'Ardennes' like the German Army of 1944, and win over Chinese voters on both sides of the South China Sea, then he ought to arm himself with a powerful weapon that will shake Pakatan to its core, and give MCA orgasmic delights to no ends, if ...

... he were to announce that the government will, effective from 01 May 2013 [has to prior to the election otherwise the Chinese won't believe him, wakakaka) recognize the Unified Examination Certificate (UEC) of the Chinese independent high schools.

I am not joking. Najib will win one hell of a backswing to the BN by many Chinese voters.

The UEC-SML is recognized as a qualification for entrance into many tertiary educational institutions around the world, including the United Kingdom, the United States, Taiwan, Hong Kong, China, Singapore, Australia, Canada and many others except the country of its origin, namely, Malaysia.

You work out the reason why the Malaysian authority choose to be the exception, while I provide the historical reason as follows:


According to Dr Kua Kia Siong in his book, Protean Saga: The Chinese Schools of Malaysia, Dr Mahathir as Education Minister must have hated the idea and existence of the UEC so much that when he heard about Dong Jiao Zong's plans for it, he summoned the Chinese educationalists to parliament and told the leaders "... that UEC had better not be held or else ...".

He did not ask for any response and dismissed the Chinese educationalists with a curt ... 'that is all'."



That was in 1975. Obviously Dong Jiao Zong didn't give two hoots to Mahathir's arrogant ferocious but nonsensical warning, and correctly so as the 60 independent Chinese high schools in Malaysia (with 23 in East Malaysia) have been funded privately by the Chinese community and philanthropists like the late Lim Lean Teng, who was Han Chiang's long time benefactor.

But regarding the UEC, I afraid poor Najib has to deal with Mahathir's bitterest objection. Recall after the 2013 GE he told Najib not to bother with the Chinese and focus his aid-giving on Malays. We shouldn't be surprised as we know Mahathir has always harboured a frightening BIG grudge against the Chinese Malaysians.


But by tackling what warms the cockles of the Chinese hearts, namely education, Najib will be on the right track. His only problem is credibility, to wit, how reliable will the Chinese view his promise? Thus it can't just be a promise to be effected only after the election, especially a conditional one.

As I mentioned, if he really wants to win over many of the Chinese (I dare not promise all Chinese, but certainly many Chinese, even if some Pakatan supporters may not agree with me), then he must make the recognition effective prior to the election.

Mind you, the Chinese voters can still play him out, wakakaka, but that's another issue and a risk he has to take. But I think he already has some advisors who have guided him along this way.

So his biggest impediment to Strike 3 would be his erstwhile mentor, Mahathir, who dislikes Dong Jiao Zong and its UEC so much that I am sure that old man will go all out to prevent the government from recognising the UEC.

And 'ere I can say Ni Hao Ma? (wakakaka) we have Mahathir's henchman, Ibrahim Ali of Perkasa declaring (as reported by FMT):


Perkasa menentang sekeras-kerasnya termasuk akan mengisytiharkan “perang” jika kerajaan mengiktiraf Sijil Peperiksaan Bersepadu (UEC).

Presidennya, Datuk Ibrahim Ali berkata, kerajaan perlu menolak pengiktirafan UEC kerana ia bertentangan Dasar Pendidikan Kebangsaan yang terkandung dalam Akta Pendidikan 1996 dan Perkara 152 (1) Perlembagaan.

“Jangan ada parti-parti politik kecoh dan bising, jika UEC tidak diiktiraf kerajaan Malaysia."

“Menjelang pilihan raya umum, banyak buat tuntutan demi undi. Kita semua tidak boleh tolak ansur.”


Wow, Ibrahim Ali wants Perkasa to declare war if Najib were to recognise the UEC.

I wonder who could have alerted Ibrahim Ali as to Najib's possible' Strike 3?

    Unlike you, I hold Najib accountable for the many extremist Islamist actions occurring under his adminsitration. Those alone more than cancel out his Wayang over Chinese education .

  2. Then when Chinese voters tally up the Evils perpetrated under Najib's administration, and find him wanting, Ktemoc will blame the Chinese for playing him out. POrdah.

    BTW the founding of UTAR in 2002 during the Mahathir Administration had a far bigger positive impact on the Chinese community.

      The Chinese can and will find and fund mitigating efforts and alternatives to support education, but there is no way for mitigation to an extremist Islamist regime.

    mind, they might recognize the uec but it don't mean they are obligated to accept it just like how they are not obligated to accept students with straight As

      Same game as mamak ate his words to the Chinese M'sian after getting their votes.

      The Chinese M'sians know the moment the names of the 10 new Chinese primary schools in Johor and Selangor is been made known.

      The glaring missing name of LIM Lian-Geok(林连玉) is telling. & MCA is not saying anything, thinking that nobody would notice!

  5. The principal of a Tamil School in Penang was transferred out on 24 hours notice after the school allowed a visit by Lim Guan Eng , who is the MP in the constituency.

    That is the effect of "Ends Justifies the Means" politicization of Malaysian Education, especially anything touching on race and language.

    1. My opinion has been consistent for more than 30 years.
      I support Chinese National-type vernacular schools SRJK (C) and I have given plenty of hard-earned money where my mouth is, which is probably a lot more than Ktemoc.

      However, I am very doubtful about Chinese Independent Secondary Schools and how it fits into the country's narrative.

    2. i believe most share the same sentiment except some hardcore, even many djz leader send their kids to national type school (chk the education background of the leaders children where the 10 new chinese school that named after them) however thing change in the 70 when quota system start, n cease of eng medium school. not many could afford overseas uni fee, n public uni (only 5 [um upm usm ukm utm] or less at that time?) have limited enrolment, cis did provide decent education at a relatively low fees to further uni education in taiwan n spore, n also for rural/urban poor parents who had no command of eng/bm a option for their kids to at least complete secondary level education. and today cis continue to offer quality education for those that cant afford international / spore syllabus school, uec qualification is equivalent to a level, n cost merely 20 to 30% versus one that do a level in any private college, cis not only survive but thrive n prosper, ironic n unimaginable isn't?

  6. An examination system completely focused on a Chinese language syllabus, Chinese culture, ethnic Chinese student body, cannot be good for national cohesion.

    In the interest of not doing harm, the existing UEC independent schools should be allowed to continue operating.
    But full recognition for admission to Public-funded universities and hiring for government posts is not in the National Interest.

    2. Just wonder how does a student educated in Chinese medium entering a public university in Malaysia doing harm! Harm to the education standard or harm by ending up getting all the government ‘jobs’ because they are really better value and smarter choice to be rewarded?

      If the vernacular schools were no good, even if they got into the public universities, the students won’t graduate, right? If they are good (meaning better than or higher standard than the government schools) then all the more even the Malay students should study in the vernacular schools, no? Really born losers ………………… I rest my case.

      100% focus on Chinese Language
      100% Text Books imported from China
      100% focus on Chinese culture.
      100% Chinese students.
      Never mix with anyone who is not a 100% Sinophile Chinese.

      How do such graduates outlooks help in the National Interest ?
      Are they breeding a generation fundamentally disloyal to the Nation?

    6. 1. 1st of all, education does not focus on language, whether Japanese, French, or Greek. That’s a subject (or subjects), 1 of which is literature.

      2. Secondly, text books not imported from China, even if it is, what is wrong?

      3. Thirdly, wrong again, education does not focus on Chinese culture. Science, mathematics, engineering, accounting are not culture

      4. Fourthly, 100% Chinese students? Wrong again, with your already ‘closed’ mindset, you really will not be able to see the truth lah.

      The highest form of education to me is the development of a person sense of right and wrong, sense of moral justice and this will lead to loyalty to Malaysia and not like your narrow mindset leading to. A graduate who possesses that will support helping the poor and the disadvantaged and not just certain race. He will hate cronyism and corruption and etc etc etc. These do not serve the National interest?

      The Unified Examination Certificate (UEC) is a standardised test for Chinese independent high schools... It's an EXAMINATION!

      There r non Chinese M'sians studying in private vernacular secondary schools taking that exams lah.

      Do a reality check before u shoot! Or should I say please read VERY CAREFULLY!

      The ICE texts are imported from China BCOZ it's a reference on simplified Chinese/English usage in the same category as ICE-SIN or ICE-GB.

      Many countries have different ICE (International Corpus of English) that come from the same source. It's NOT a textbook as used in school.

      The textbooks used in vernacular Chinese schools r all printed in M'sia!

    10. i have my own reservation towards the recognition of uec, my kids r both from cis though. i prefer this to be done on a professional n academic basis, not the end justify mean kind of continuing politicize game. it is also a matter do we really pursuing pluralism in education, or one size fit all.

      some facts :

      there is non chinese enrol in cis hence i presume they would take the uec exam, but the number is very small, not more than 30 in most urban cis, thus on average, i would say less than 500 among the 60 cis.

      the only 2 additional subject that might carry some china elements is 1 chinese literature 2 world history whereby the language is chinese, the rest beside chinese language n 1 or 2 science subject, all r in either bm or eng.

      cis uec std is lower if compare spm, that is the main reason that defer or decline recognition, however most urban cis provide spm syllabus, my kids take spm n even score a. thus some cis bm std is on par if not better than smjk.

      that said, i agree cis is very chinese in almost all aspects except examination. but so do most boarding school, beside using bm, the environment is pretty malay n stress very much on religion. i dun see how this type of school play a part in the national cohesion, unless the cohesion limited to only malay n islam.

      instead of accusing each others, we must find ways to move to the middle ground, the other option is we allow pluralism.

      Education is in the heart of every CinaBengs. Finding good primary/secondary schools & getting into higher tertiary institutions inevitably become their instinctive nature for the betterment of their children.

      National schools r known hives of buta gaji cum incompetency.

      A CIVIL servant from Malaysia’s Education Ministry was finally sacked recently after being absent from work for over 2,000 days, highlighting the level of leniency afforded to the government’s bloated workforce.

      This case is JUST the tip of the iceberg. Most are swept under the carpet to make the schools look good. There r complaints by teachers that school heads say that kita jangan heboh-hebohkan kerana semuanya orang kita!

      It shows how these people view MARUAH while shouting bangitlah bangsa. The educational scene is getting worst in the guide of ends-justify-means to produce masses with titles but zero skills.

      So any wonder WHY Chinese vernacular schools r so critical to the CinaBengs!

      In fact, more so for the M40/B40 of the group.

      Education is expensive, more so good education. UEC caters to the needs of these groups in quality & cost.

      It used to be very difficult when UEC was not recognized by majority of the tertiary institutions. Many families had to find creative means to overcome this huddle for the children to attend tertiary education.

      No more! When almost all the renowned tertiary institutions NOW acceptting UEC as a qualified entrance certification! It opens up a whole world of opportunities even though back in M'sia, the ketuanan freaks r still refusing to 'recognise' UEC certification FOR fear of entrance competition to universities. They masked it with the claim that UEC is detrimental to national unity!

      It would be better for the B40 of the group. For them, their children can get into local universities for higher education at a fraction of the similar course done oversea.

      Pluralism has already been practiced in M'sia. It's JUST don't apply to UEC & surprisingly the B40 blur-sotongs. It's the realm of their tongkat elites.

      One can get GEC 'O'/'A' level certification in expensive 'international' schools.

      Ditto with matriculation, diploma & baccalauréat offers by the selected Mara resident colleges.

      It's no pluralism per sec, in a nutshell. It's just a display of siege-mentality fear of UEC to produce more competitive students in local universities to outshine the made-do Melayu course mates who squeeze in via quota/cabel/u know what's!

      These ketuanan nationalists and champions of Memartabatkan Bahasa have cultivated an irrationality on this issue based on years of tongkat dependency.

      Perhaps, deep down they r ACTUALLY frighten to death about the days their collective pride may be bruised when non-Malays became so adept at our national language that the best novels in Malay were written by them?
