GEORGE TOWN – The Penang Pakatan Harapan (PH) government claims to have implemented 90% of the contents of its manifesto for the 14th general election.

Chief Minister Chow Kon Yeow said a total of 54 promises had been fulfilled, 12 were in implementation while two more would not be implemented due to overlaps with the federal government’s power.

He said he was confident that the remaining 10% of the manifesto would be achieved under the state government’s leadership.

“Four years ago, May 9 was a sacred date where the people of Penang have given us a mandate and trust.

“Until today, which is exactly four years old, the result of our joint hard work has reached 90% of the total manifesto,” he said at Komtar here today.

The I Love Penang manifesto presented in 2018 has 11 main themes, including competency, accountability and transparency (CAT); providing housing for all; creating an entrepreneurship state; improving basic facilities; creating a green state; education; skills development and others.

Chow said among the successes achieved regarding CAT is the creation of a two-term limit for the post of chief minister, through amendments to Article 7, Clause 2(a) of the state constitution on January 31, 2019.

“I believe only Penang has such a thing (the post of chief minister is limited to two terms).”

Chow said 11 pledges made in the manifesto regarding creating a green state were almost fully implemented, with only three pledges still undergoing the process.

“Since 2008, the state government has focused on developing Penang as a green state and ensuring that the gazetted Permanent Forest Reserve area is increased.

“Penang is one of the states that does not adopt logging methods in the Permanent Forest Reserve and by 2020, the area of the reserve in Penang has been increased by 5.5%, which is 5,386.77ha,” he said.

Chow said he was also proud that for the past 10 years, there has been no water rationing in the state and also that, until now, the domestic water tariff rate is the lowest in the country. – The Vibes, May 9, 2022

  1. Over the board self-promotion, I think.
A lot of environmental degradation in Penang during the Pakatan tenure in Penang. Especially since a lot of the project approvals and enforcement (or lack of) is under the purview of the State Government , and the Local Government, which is under the State Government jurisdiction.
