KUALA LUMPUR, March 16 — The police will begin tightening roadblocks (SJR) from Friday to Sunday because it has noticed that more people — especially from Selangor and the Klang Valley — are trying to cross state borders without permission.
Inspector-General of Police, Tan Sri Abdul Hamid Bador, said: “Only certain movement control order (MCO) levels allow it (interstate travel) with a permit and valid reason like wanting to visit a spouse in another state or returning schoolchildren to their hostel.

Report lodged after ministers allegedly travel interstate for wedding
A police report has been lodged against several ministers for allegedly breaching standard operating procedures (SOPs) by crossing state lines to attend a wedding reception over the weekend.
Specifically named were Science, Innovation and Technology Minister Khairy Jamaluddin; Federal Territories Minister Annuar Musa; Higher Education Minister Noraini Ahmad; Finance Minister Tengku Zafrul Abdul Aziz and Deputy Home Minister Ismail Mohamed Said.
Aside from the four ministers and one deputy minister, Umno Padang Terap MP Mahdzir Khalid was also named.
Youth movement Malaysian United Democratic Alliance (Muda) lodged the report at the Dang Wangi district police headquarters this afternoon.
“(They) travelled interstate in a conditional movement control order (MCO) area to attend the wedding reception of (Umno Jelebu MP) Jalaluddin Alias’ child at Klana Resort, Seremban on March 14, 2021.
“On the same day and at the same venue in Klana Resort, Seremban; Tengku Zafrul and other very important people (VIPs) breached SOP by not wearing a facemask.
“The reason I am making this report is to urge the police to carry out an investigation and take the necessary actions,” read the report as sighted by Malaysiakini.
Malaysiakini is reaching out to all those named for comment.
The report comes after Negeri Sembilan Umno Youth chief Mohd Zaidy Abdul Kadir posted photographs of the wedding and its high-profile guests on his personal Instagram account.
The images were later deleted but not before screenshots were taken and posted on Twitter.
Elected representatives are allowed to travel interstate and interdistrict for official duties and to visit their constituencies.
Conditional MCO SOPs stipulate that interstate travel is not allowed unless police permission or a company letter is obtained.
Like Muda, opposition lawmaker Cha Kee Chin said the authorities needed to take action on these politicians for setting a bad example by travelling to a different state for a social function.
"To me, if you cross the state (border) to attend a social event and not for work purposes, it doesn't matter if you're a minister or ordinary citizen, it's not appropriate.
"What shocked me was that the top leadership was also there. If the ministers want the rakyat to follow the SOP, they must be exemplary.
"They cannot take advantage. This is not about me on the opposition side, but this is about adhering to the SOP for safety,” the Rasah MP told Malaysiakini.
SOP breaches can now incur a hefty RM10,000 compound.
More ministers, more breaches
Meanwhile, Muda also reported Annuar for a second alleged offence.
"(He) did not wear a facemask and did not practice physical distancing in a recovery MCO area when attending the ‘Program Pertanian Bandar’ in Desa Petaling on Feb 13, 2021," the report read.

Muda further claimed that Defence Minister Ismail Sabri Yaakob had committed a similar offence at an official function in Seremban.
"Ismail did not wear a facemask and also did not practice physical distancing in a recovery MCO area when attending an official Defence Ministry event at the Sendayan air force base on March 13," it said.
It also accused Housing and Local Government Minister Zuraida Kamaruddin for committing an SOP breach at a March 13 cycling event at the Bukit Kiara Federal Park in Kuala Lumpur.
The National Landscape Department previously refuted claims that Zuraida’s event had breached SOPs.
New website to report VIPs
After the report was lodged, Muda representative Mutalib Uthman said he hoped ministers will not be given special treatment for alleged SOP violations.
“Muda wants the government and police to take action on the ‘double standard’ applied to ministers and VIPs as compared to the common people when it comes to obeying health SOPs.
“The authorities must investigate all cases involving this bunch of ministers and VIPs, and disclose all processes and investigation findings in a fair and transparent manner,” he told a press conference.
He added that this was especially since 458 people had already been penalised for SOP breaches, of which 438 were compounded.

Passengers must have approval before crossing districts and state borders, cabbies, e-hailing drivers told
NATION
Thursday, 21 Jan, 2021
PETALING JAYA: All taxis, rented cars, and e-hailing services must ensure that their passengers have the necessary approval before crossing districts or state borders, says Datuk Seri Dr Wee Ka Siong.
The Transport Minister said the government had neither restricted nor issued any directive to stop public transport services or prohibited them from travelling inter-district or interstate during the movement control order.
He, however, stressed that only passengers with the necessary approval are allowed to cross districts or state borders.
He said during the MCO, taxis, rented cars, and e-hailing services are allowed to fully operate as they fall under the category of essential services and they are permitted to cross districts and state borders under the commercial vehicles category.
"Taxi, car-rental, and e-hailing drivers must carry a copy of the proper documents, be it in hardcopy or softcopy, as proof for drivers to use after dropping off their passengers to a destination across districts or state borders," he said in a statement on Thursday (Jan 21).
He said this was to prevent irresponsible parties from attempting to cross borders although not allowed by taking advantage of the allowance for public transport services to operate interstate.
"This will defeat the government’s efforts to overcome the Covid-19 pandemic," said Dr Wee.
He said the ministry had received several complaints from taxi drivers related to the scope of operation for taxis, rented cars, and e-hailing services for inter-district or interstate travel during the MCO.
He said there were claims that drivers involved have been detained and questioned by enforcement officers at roadblocks when making their way home after carrying passengers across districts or state borders.

What fine? It's straight to jail for first-time drink drivers
By Dawn Chan, Safwah Abdul Razak - September 18, 2020
PETALING JAYA: Drink driving offenders will no longer be slapped with fines but will also be jailed once the Road Transport Act (Amendment) Bill 2020, to be tabled at the Dewan Negara next week, is passed and gazetted.
Transport Minister Datuk Seri Dr Wee Ka Siong said the amendment sees the incorporation of the words fine and imprisonment, instead of fine and "shall be liable" to imprisonment, for those whose Blood Alcohol Concentration (BAC) exceeds the permitted level.
"The amendment will provide for fines and imprisonment. This means there is no option and offenders must be sent to jail. There is no compromise anymore.
"In the past, offenders could take it lightly thinking that they will only be fined for their first offence. But in the future, heavier sentences await them.

KUALA LUMPUR, March 15 — DAP has announced that it will be offering legal assistance to those who have been issued RM10,000 fine under Section 25 of the Prevention and Control of Infectious Diseases Act 1988 to handle Covid-19 regulations.
The party’s Legal Aid Bureau Chairman Ramkarpal Singh said that this initiative will cover every state in the country, and that those in the bottom 40 per cent household (B40) category will be prioritised.
“Recently, DAP MPs and assemblymen have been receiving many complaints on the compound issue under the Prevention and Control of Infectious Diseases Act 1988 where one can be penalised up to RM10,000,” he said in a statement.
