Excuses given ranged from constitutionality, language to social sensitivity, etc etc etc.
But Anwar's fear is not so much about the language, namely the pre-eminence of Bahasa Melayu (Malay). The sad truth is he's scared of severe criticism, condemnation and excoriation from his archfoe who is Mr anti-UEC himself right from Day One when he (said archfoe) was then the Education Minister.

Mr anti-UEC then (1975) had warned Chinese Malaysian educationists against having the Unified Examination Certificate (UEC) and its recognition when he was Education Minister, stating the government (then meaning 'himself') wouldn't accept it, a stance he maintained and solidify into his invincible opposition to UEC recognition for decades.
His ominous warning came when the UEC was first introduced by Chinese Malaysian educationists, with him telling Chinese schools to stop holding the exam, as the government wouldn't recognize it. That bias concretized into a long-established official educational policy against UEC recognition until today.
PMX fears being labelled a Malay traitor if he were to slaughter a Malaydom 'sacred cow'.
