Nga: PAS states earmarked 81 sites, now oppose Urban Renewal Act

Housing and Local Government Minister Nga Kor Ming has revealed that 81 of the 534 areas identified for redevelopment under the proposed Urban Renewal Act are in PAS-led states - despite the opposition bloc’s strong resistance to the bill.

Free Malaysia Today quoted Nga as saying that 55 areas are in Kedah, 22 in Terengganu, and four in Kelantan.

“These were proposed by the PAS-led administrations themselves in the past.

“Yet they now oppose the legislation. It’s an irrational approach,” he said.


Nga’s remarks came amid opposition protests in the Dewan Rakyat and rejection of the bill by four PAS-led state governments that claimed the law would undermine state autonomy, land rights, and the rights of residents.

However, the minister reportedly dismissed the concerns, stressing that decision-making would remain collective and led by state governments.

“All decisions will be made collectively. The menteri besar or chief minister will chair the state executive council committee on urban renewal.

“Even at the federal level, I do not sit on the executive committee.


“It comprises the mayor, chief secretary, director-general, state representatives, professionals, and negotiators. The decisions are collective,” Nga stressed.
The opposition had also alleged that the bill concentrated powers in the minister’s hands and gave leeway to developers.

Nga also pointed out that Terengganu had gazetted areas for urban renewal in 2015, followed by Kedah three years later, but neither followed through.

“But now you find fault with me (for tabling the Urban Renewal Bill). Is that fair?” he asked.

Bill postponed amid opposition protests

The bill, which seeks to form the Urban Renewal Act (URA), was recently tabled for its first and second reading in the Dewan Rakyat by Nga, who is also the Perak DAP chairperson.

BN deputy chairperson Mohamad Hasan previously said the coalition’s MPs want the bill, which seeks to redevelop ageing and deteriorating urban areas without having to get 100 percent approval from owners, to be postponed and reviewed.

Several PKR lawmakers had also expressed concerns over the bill’s consent threshold for urban renewal, while the opposition, civil society groups, and Kuala Lumpur residents had staged a protest outside Parliament to object to the URA.

Debates and voting for the bill have been postponed to the next Dewan Rakyat meeting in October, with Nga saying his ministry would introduce some improvements to the proposed law.

Prime Minister Anwar Ibrahim previously said initial discussions for the law began in 2013, while the drafting process was initiated in 2015.

It was later advanced under former housing ministers Zuraida Kamaruddin (2021) and Reezal Merican Naina Merican (2022).
