Caretaker PM canNOT make new policies

Can Dr M announce the economic stimulus package?

“We have a caretaker prime minister, not exactly a caretaker Cabinet or government. We are entering uncharted waters insofar as I am concerned.

“Having said that, I believe the caretaker principles apply — the interim prime minister should not introduce or pass major policy changes until a new PM is appointed. He steadies the ship, he doesn’t chart a drastically new course,” constitutional lawyer Lim Wei Jiet told Malay Mail.

But when asked if Dr Mahathir could as the interim prime minister announce the economic stimulus package, Lim said such responses to pressing issues that the country is facing could be carried out.

“Arguably, if there is a pressing public issue that needs major government response (as in this case), it would be unreasonable to expect the Interim PM to not do anything.

“Imagine there is a major security threat happening, I don’t think a caretaker government should be hamstrung from responding with policy even if it’s a major one.

“The point is that a caretaker government should only make major policies in reaction to something pressing, not proactively make major policies at its own whim,” the lawyer said.

The thing we need to watch our for is that an interim (caretaker) PM canNOT issue new policies, programs, budgets etc. He can only administer the day-to-day administrative needs of the government ... UNTIL a new PM and cabinet are established.

So watch out in particular for any public (govt) financing of Car No 3 or new NEP, or Azmin becoming new Finance Minister and Mukhriz as Home Minister, etc, wakakaka.

Is launching an economic stimulus package akin to a 'major security threat facing Malaysia?

Both Lim Guan Eng and Mahathir seem unaware of teh limitations of an 'interim' (caretaker) PM.

  1. I would consider the economic package for Covid-19 an emergency and be pushed through. Otherwise the impact of the virus on the economy could be catastrophic.

    The package was completed by Guanee before Toonsie resigned. It just has to be presented by the interim PM. Whoever objects to this much needed package should be "shot".

    Strangely the economic package was not prepared by the Economic Affairs Minister. Azmin was too busy? He is a toad, rat, spider, snake.

  2. What we have is an Interim (caretaker) PM who is clearly carried away and drunk on power, with no ministers, so single handedly trying to form a cabinet. That makes him a dictator (some will say we knew this all along..hahaha).

    Toonsie is grabbing at straws. Even if he gets more votes than Anwar and becomes PM, Anwar will be deputy.....and Anthony Loke/Gobind/Hannah waiting in the wings....

    See, good things are in store for DAP, fortunately they didn't quit Harapan as was goaded/mocked by so many on this blog. Sikit sikit lama lama dapat DPM...

    My incredible dreams are coming true....LKS may become Minister Hal Ehwal Najib as Jibby wanted......that would be KT's nightmare.....

  3. Even if Toonsie gets more votes than Anwar and becomes PM, Anwar must be deputy and Toonsie will truly be a boneka, with LKS's chye chye pulling the strings....ha ha ha....I don't see how Toonsie can accept that. He will have to decline....in disgrace.

    Then I suspect the finger pointing will begin...and the true sequence of events on Sunday will be revealed, and how much and when Toonsie knew about the coup de etat will be revealed.
