Nothing new. The use of napalm in the Vietnam War was not ordered by a single individual but rather authorized and scaled up by top U.S. political leaders—principally Presidents John F. Kennedy and Lyndon B. Johnson—and executed by the Pentagon and U.S. military commanders.
