Penang’s sovereignty: Rayer lodges police report against Sanusi
Jelutong MP RSN Rayer has lodged a police report against Kedah Menteri Besar Muhammad Sanusi Md Nor today for questioning Penang’s sovereignty.
Rayer (above) described Sanusi’s actions to be “very extreme” when the latter disputed the sovereignty of the northern state, which has been established and recognised by the Federal Constitution.
“He is not only questioning the legitimacy of the Federal Constitution but also the powers of the Yang di-Pertuan Agong in appointing the Yang di-Pertua Negeri of Penang,” he told reporters outside the Penang North-East district police headquarters after lodging the police report.
“As a menteri besar, he should be responsible and seek views and advice from legal experts.
“Sanusi should not criticise and give speeches (like this) at his whims as he could cause unrest among Penangites.”
Rayer then urged Sanusi to retract his statement and apologise for his mistake.

The DAP politician also urged the police to take action against the PAS leader following the report.
Rayer was referring to a TikTok video, where Sanusi had questioned the sovereignty of Penang by saying that the “state is leased from Kedah”.
In the short clip, Sanusi claimed that Penang Deputy Chief Minister II P Ramasamy had allegedly said that state governments do not have sovereignty. Instead, sovereignty belongs to the federal government.
“Each state that joined the Federation of Malaysia has its own sovereignty.
“Kedah has sovereignty, we have our sultan. We have a government, laws and geographical borders.
“This is the entity that forms the sovereignty of the state of Kedah.
“The only thing I doubt about sovereignty is Penang, because the state is leased from Kedah,” he claimed in the video.
Not the first time
In 2021, the PAS politician made similar allegations in the Kedah state assembly.
Back then, The Vibes reported Sanusi telling the Kedah state assembly that he understood Penang’s concerns over several major projects announced by Kedah - which are thought to give Penang competition.
However, he said it should be remembered that “Penang was leased, and it should not interfere or criticise Kedah’s administrative matters.”
