Can senior civil servants be active in politics? - PAS on BN Ayer Kuning candidate

PAS has questioned BN’s Ayer Kuning candidate’s active involvement in politics while working as a senior civil servant under the Education Ministry.

According to PAS information chief Ahmad Fadhli Shaari, BN candidate Yusri Bakir is a DG52 grade officer and at the same time holds the position of secretary in an Umno division.

"My question is, can a civil servant - who holds a DG52 grade position - at the Education Ministry be active in politics, including being the secretary of a party division?

"If he is not supposed to do this, is he considered as having committed wrongdoing and should he be punished?

"I hope the education minister can please answer this question," Fadhli (above, left) said on Facebook.

According to a 2023 circular published on the Education Ministry’s website, education service officers of grades between DG41 and DG48 are allowed to hold positions in political parties, provided that the officer must first get a written approval from the ministry secretary-general.



However, this provision does not apply to principals or heads of any education institution, and those who hold administration-level positions in any government agency.

Fadhli claimed that Yusri was promoted to the DG52 grade in 2020, the same year he was elected as the Tapah Umno division secretary.

Malaysiakini has reached out to the Education Ministry for comments.

Three in the running

On Monday, BN announced Yusri, an ustaz, as its candidate for the Perak state seat by-election set for April 26.

According to his biodata, Yusri has a doctorate in Islamic education from Universiti Pendidikan Sultan Idris, and heads the Islamic and Moral Education Department at the teacher’s college in Ipoh.

He is also the chairperson of an NGO for children’s education in Tapah.

Yusri is expected to face Tapah PAS chief Abdul Muhaimin Malek, who is also a religious teacher, and PSM candidate Bawani KS.

The by-election was called following the death of incumbent Ishsam Shahruddin, 59, on Feb 22. He was also the Tapah Umno division chief.

In the 15th general election, Ishsam won Ayer Kuning with a majority of 2,213 votes in a five-cornered fight.

The Election Commission has set April 12 as nomination day. Early voting is scheduled for April 22.
