At $ 13 Billion a year. Cambodia exports to USA is barely significant.
At $ 40 Billion a year, Malaysia exports to USA is much more significant, and hence the targeting of Malaysia for tariffs.
So Cambodia managed to get an "easier" deal.
WTO rules dictate that developed nations have to give trading leeway for developing countries.
