Saifuddin reveals five of seven IPCC members


Home Minister Saifuddin Nasution Ismail has announced the appointment of five out of seven members of the Independent Police Conduct Commission (IPCC).

Speaking at a special press conference this afternoon, Saifuddin (above) named Zolkopli Dahlan as IPCC chairperson.

Zolkopli was formerly the director-general of the Implementation Coordination Unit under the Prime Minister’s Department.

Mohamad Jazamuddin Ahmad Nawawi, who was the chairperson of the Prime Minister’s Department’s advisory board, was named the commission’s deputy chairperson.

Saifuddin also announced former MACC deputy director Shukri Abdullah, former MACC senior director Tan Kang Sai, and former Audit Department (financial sector) director Martina @ Kartina Zamhari as IPCC members.

“Among the main tasks of IPCC is to investigate complaints of police misconduct and they can initiate their investigation without referring to any quarter.

“It will also make recommendations to the police force commission on the action that should be taken against police officers who break the law.

“The law also makes it mandatory for the police to refer the case involving sex crimes and death in custody to the IPCC,” he told reporters at the Home Ministry in Putrajaya today.


Headhunting two others

On the appointment of the remaining two members, Saifuddin said it will be filled when the time comes.

“The process is that we will be conducting a headhunting process to identify the individuals with the expertise from various segments. As we go along, the slots will be filled in.”



The IPCC was enforced last July after the Dewan Rakyat passed the IPCC Act 2020 in July 2022 by former prime minister Ismail Sabri Yaakob’s government.

It is a replacement for the Independent Police Complaints and Misconduct Commission Bill, which the Pakatan Harapan administration mooted in 2019.
