Only 10pct of Kedah paddy farmers begin planting amid water supply fears, rising costs

Only 10 percent of 56,000 rice farmers in Kedah have begun planting activities for the season, said Paddy Farmers Brotherhood Organisation (Pesawah) chairperson Abdul Rashid Yob.

Although dry sowing is typically carried out between April and early May, he said many farmers in the country’s rice bowl state are delaying planting due to concerns over water supply and rising operating costs.

Speaking to Berita Harian, Abdul Rashid said farmers were caught between the risk of flooding if rainfall continues and the possibility of water shortages during the coming dry spell.

"Despite the current rain, the water level in the dams, especially the Muda Dam, is not stable enough to allow large-scale water releases for rice field irrigation purposes.

"Now we see that some rice farmers have started to process the soil, but the entire planting schedule is still delayed. There is water in the rice fields because of the rain, but the water level in the dam is not yet high.

"If the weather forecast is correct, the rain will only occur intermittently this month before decreasing again in June and is expected to become drier around July," he explained.

According to a report by The Star today, Muda Dam is among the hardest hit by the ongoing drought in northern Peninsular Malaysia, with the balance storage reportedly falling to 8.37 percent.

Kedah produces more than 40 percent of white rice in Malaysia, which is consumed about 2.5 million tonnes annually.

On May 5, Bernama reported Prime Minister Anwar Ibrahim as instructing the Royal Malaysian Air Force and the Fire and Rescue Department to increase cloud seeding operations in northern peninsular states due to the ongoing dry spell.


Farmers’ woes

Commenting further, Abdul Rashid said some rice farmers are using pumps to obtain water from nearby rivers, but this step has added to the already rising operating costs.

"Farmers are struggling because the cost issue has not been resolved.

"Oil prices are fluctuating, operating costs are increasing, and this has affected farmers' motivation to continue planting," he said.

He added that government measures such as the ploughing incentive were insufficient to address the sector’s structural problems.

"I understand that other sectors have received an extension of the diesel subsidy, but rice crops are still facing a cost problem without a long-term solution that has increased by more than 50 percent.

"If rice-related machinery also receives diesel fleet cards, I am sure many rice farmers will start ploughing their fields," Abdul Rashid said.

Bernama reported Anwar as saying earlier this month that paddy farmers would receive an advance payment of RM200 per hectare under the ploughing incentive special aid programme.





On May 14, Bernama also said Deputy Prime Minister Ahmad Zahid Hamidi had announced the start of the southwest monsoon, which would last until September, bringing hotter and drier weather as well as lower rainfall distribution.

This intersects with the El Niño phenomenon, which the Malaysian Meteorological Department yesterday warned could reduce rainfall across Malaysia.

The Star reported the department as saying that El Niño could intensify due to rising sea surface temperatures in the eastern regions of the Pacific Ocean, along with weakened easterly winds and global warming.

The issues come amid concerns regarding the impacts of rising fertiliser costs due to the escalating conflict in West Asia.

Malaysia is also grappling with challenges over its self-sufficiency in food security and the resilience of its food systems.

A DAP lawmaker has cautioned that Prime Minister Anwar Ibrahim’s call for Malaysians to reject hatred and slander will ring hollow unless the government acts more firmly, swiftly, and consistently against extremist narratives as well as racial and religious provocations.

Asserting that he is voicing the criticism of the government’s “greatest weakness” as felt by “many Malaysians”, Klang MP V Ganabatirau highlighted a negative perception against the government’s supposedly lacklustre response during previous incidents affecting the Indian community.

In particular, he highlighted the 2024 controversy involving socks bearing the word “Allah” found in a KK Mart convenience store, the use of derogatory racial terms against Indians, and attacks on religious sensitivities via the labelling of Hindu temples as “illegal”.

“When insensitive controversies and hate-driven remarks surfaced… the response was often seen as delayed, inconsistent or insufficiently firm.

“This allowed extremist voices to grow louder and created the perception that intolerance and provocation were being normalised in public discourse,” the Selangor DAP deputy chairperson said in a statement today.




He emphasised that a peaceful and multiracial Malaysia cannot be sustained if hate speech, religious bigotry, and incitement are treated “selectively or according to political convenience”.

The government, he said, must demonstrate moral courage and apply the law fairly and consistently against any individual or group that threatens national harmony - regardless of race, religion, or political affiliation.

“The silent majority has always believed in moderation, mutual respect and coexistence.

“What Malaysians seek now is not merely rhetoric against extremism, but firm and principled action (which) reassures every citizen that unity, justice and inclusiveness remain the true foundation of our nation,” the parliamentarian added.

His remarks today come after the prime minister called on the peace-loving majority to speak up against narratives of hatred and slander being propagated by a minority group in the country.

Speaking at a May 23 event in conjunction with Wesak Day, Anwar said the current situation reflects a “tyranny of the minority”, where a small group of loud, angry individuals who spread slander attempt to impose their will on the majority of the people.


Racial issues

Ganabatirau’s statement also echoes sentiments expressed by former PKR deputy president Rafizi Ramli, who recently said the government could do better at addressing racial issues, citing Anwar’s supposedly misplaced focus on placating unity government partner Umno.

During the KK Mart socks controversy, Umno Youth chief Dr Akmal Saleh and other quarters had urged Muslims to boycott the retail chain.

Rafizi, who has since resigned from PKR to lead Parti Bersama Malaysia, further highlighted the government’s lack of an effective mechanism and narrative leadership to counter extremist agendas.

In response to Rafizi’s claims, National Unity Advisory Council member Tajuddin Rasdi opined that Anwar is not solely to blame for failing to keep the rising racial and religious tensions in check.

Tajuddin also insisted that Rafizi had hardly addressed any racial or religious issues at all when the latter was the economy minister, accusing him of failing to deal with any cases of religious or racial tensions caused by individuals and the opposition in his podcasts.

“As usual, Rafizi is in his classic mode of blaming others, especially his former boss, without any concrete execution on his own part,” the professor of Islamic architecture said in a statement to Malaysiakini.

He added that Rafizi should be aware of how Anwar’s intervention in such issues could become political fuel to be exploited by the opposition.

Bersatu issued a five-point rebuttal to PAS yesterday, following a broadside from the Islamist party’s president, Abdul Hadi Awang.

In a statement, the Bersatu political bureau said that such issues should have been addressed internally, but that it would respond in kind to Hadi’s public remarks.

Firstly, Bersatu said the Perlis coup last year should not have been brought up again, as the menteri besar’s appointment is the prerogative of the state ruler.

Further, Bersatu said that Perlis ruler Tuanku Syed Sirajuddin Syed Putra Jamalullail had summoned both Hadi and Bersatu president Muhyiddin Yassin for an audience on Oct 25 last year.

However, the meeting was cancelled after Hadi could not attend due to unspecified reasons.

This then led to the ruler asking the parties to submit their candidates for menteri besar, leading to the change in office.

Bersatu reiterated its position that it did not betray PAS, but merely upheld a royal decree.


‘Takiyuddin did not respond for days’

Meanwhile, in its second rebuttal regarding events in Negeri Sembilan - where Hadi was unhappy that Bersatu dropped its pursuit for a change in government - the political bureau passed the buck back to PAS.

It said that after Umno ultimately resolved to maintain the Pakatan Harapan-led state government, Bersatu secretary-general Azmin Ali had tried to make plans together with his PAS counterpart Takiyuddin Hassan.

However, it claimed that Takiyuddin did not respond for several days to Azmin’s suggestions for Perikatan Nasional to stand and oppose Umno’s change in position.

It said that PN’s continued support for Umno to form a new state government was no longer appropriate after the latter decided to stick with Harapan.

Bersatu’s Negeri Sembilan assemblypersons had on May 4 said they were taking a neutral position for the sake of political stability, while accusing Umno of confusing the public.

Bersatu said in its statement yesterday that it would also be formally responding to a letter from Takiyuddin seeking an explanation from the party on its actions in Negeri Sembilan.


‘We did not prevent others from joining PN’

Regarding Bersatu’s alleged interference in the PAS administration of Kedah and Kelantan by demanding a change in excos and the deputy legislative speaker, Bersatu said this was only a result of the party terminating the membership of elected representatives for disciplinary breaches.

Bersatu also rebutted allegations that it had no grassroots to back up its demand for seats, saying that the party continues to grow and is receiving hundreds of membership applications each day.

The party’s political bureau also denied Hadi’s accusation that Bersatu had blocked other parties from joining PN.





Instead, it said its position was that PN can make electoral pacts with other parties and decide on their coalition membership after an election.

Further, it said that this was decided collectively by the PN supreme council at a meeting and was upheld as recently as May 16.

GEORGE TOWN, May 25 — The Penang government is yet to make any decision on the proposed RM1 billion Jelutong landfill rehabilitation and reclamation project pending presentation from Penang Development Corporation (PDC).

Penang Chief Minister Chow Kon Yeow said PDC is yet to make a presentation on the project to the state exco.

“This Wednesday is a holiday so PDC will present to the state exco next week,” he told reporters after launching a “Oh Malaysiaku” music video at 1st Avenue Mall here.

The developer of the proposed project was scheduled to present working papers on the project to apply for an extension of time.

Previously, state exco Jason H’ng Mooi Lye said the developer, PLB Engineering Berhad, will be applying to project owner, Penang Development Corporation, for an extension of time (EOT).

He also said PDC was supposed to present the working papers in relation to the EOT to the state exco on May 20.

The project’s Environmental Impact Assessment (EIA) application was rejected by the Department of Environment (DoE) for the fifth time in March this year.

It is understood that PLB Engineering has resubmitted another application after updating the application in accordance with the conditions set by the DoE.

Penang Development Corporation signed a deal with PLB Engineering Bhd to rehabilitate and develop the Jelutong landfill at a cost of RM1 billion back in 2020.

The project included the reclamation of 30ha of land off Karpal Singh Drive.

Protect Karpal Singh Drive Action Committee members have repeatedly called for the project to be cancelled due to environmental concerns especially its proximity to the middle bank marine sanctuary.

The middle bank marine sanctuary spreads around 10 square kilometres in the waters of the South Channel between Penang island and the mainland.

It is home to the only seagrass bed in the Straits of Malacca and a study has revealed that a total 429 species of seagrass, trees, vegetation, fish, birds, marine mammals, turtles, molluscs, arthropods and echinoderms were found there.

LONDON, May 25 — Oscar-winning actor Riz Ahmed has claimed that Britain’s intelligence services attempted to recruit him as an informant on three separate occasions, with one approach allegedly involving a senior executive at the BBC.


The most dramatic attempt, he said, occurred at Luton airport after he returned from filming his breakout role in the 2006 film The Road to Guantánamo, The Guardian reported.


“They took me into a side room, put me in an arm lock, threatened to break my arm, took my phone,” Ahmed recounted.

He said officers then asked him, “Did you become an actor to further the Muslim struggle?” After the intense questioning, they abruptly changed tack. “They were like: ‘OK. Would you like to keep an eye out for us...?’ No thank you.”


The London-born actor made the revelations during a conversation with journalist Mehdi Hasan on his new media platform, Zeteo.


Ahmed detailed two other approaches: one made through a family friend, and a third from a "senior, high up" figure at the BBC, whom he described as someone who has "just left the BBC." He did not name the individual.

When Hasan asked how the public could be sure he hadn’t accepted, Ahmed joked that it would make a “sick biopic if I was actually a fed.”


Ahmed, 43, is one of Britain's most acclaimed actors. He won an Oscar for his short film The Long Goodbye in 2022 and an Emmy for his lead role in the HBO drama The Night Of in 2017.

A TOP BBC EXECUTIVE pushed Oscar-winning British actor Riz Ahmed to join spy agency MI6, he revealed yesterday. The man was “someone senior, high up at the BBC,” he told journalist Mehdi Hasan on Zeteo.
The BBC has a long and shocking history of partnering spy agencies. Reporters and spies even share a desktop app. Eight important points below:

1. DIVIDING THE WORLD
In 1939, the BBC met with the CIA (then using different initials) to divide the planet between them, the focus being on gathering data for spies by monitoring all news sources everywhere.
The CIA took China, Japan, and Latin America, while the BBC took the Soviet Union, Africa and the Middle East.
The result was the creation of a division called BBC Monitoring (BBCM) which still operates today, gathering data for spies and military intelligence.
The exact division of labor today is not public information, other than the fact that the BBC division is believed to monitor about 25 per cent of global media while the CIA processes the remaining 75 per cent.
The operation promotes a strong relationship between UK spies and the BBC News department, and also between UK and US intelligence agents.

2. THE SECRET MELODIES
High profile journalists at the BBC and other mainstream media news outlets were spies, said a report in December 1968 by an investigative reporter at Izvestia, a Russian newspaper.
The paper provided plenty of evidence, including their names, codenames and handlers—along with photographs of documents confirming the details.
One document showed that the BBC had a list of specific melodies a presenter could play to highlight actions by MI6 officers in the field as a signal of authenticity.
The western media dismissed the claims out of hand as absurd propaganda, pointing out that the publication was state media.
More than 40 years later, in 2013, BBC reporters interviewed intelligence historians, who agreed that the Russian scoop was real, as were the documents.
But the wholesale dismissal of anything produced by Russia (or Chinese or Iranian) state media in the west continues today—even by BBC, which is itself financed by the state and politically compromised.

3. SERVING SPIES
BBC Monitoring still works for spies.
“The six government ‘key customers’ of BBCM are the Ministry of Defence, Foreign and Commonwealth Office, Cabinet Office and three Security and Intelligence Agencies,” a UK parliamentary paper said in 2016.
The three British spy groups mentioned would be:
- MI5, the Security Service;
- MI6, the Secret Intelligence Service; and
- GCHQ, which stands for Government Communications Headquarters.

4. GENOCIDE HOAX
While BBC News presents itself as an independent media outlet, it directly partnered US spy agencies in pushing the now debunked “Uyghur genocide hoax”.
The disinformation campaign was created by the CIA spin-off called the National Endowment for Democracy, which the Trump administration defined as a group which works to “destabilize sovereign governments”.
When data showed the opposite of a genocide, the China destabilization group switched to a Uyghur “slave labour” fiction, which BBC News again distributed.
The fictions were so patently fake that even human rights campaigners complained. “The BBC should know better,” said Gene Bunin of the Xinjiang Transitional Database.

5. SHARED TOOLS
BBC News says it is independent of the government, the spy agencies, and military intelligence groups, but no one believes it. Not only are there links among senior executives (as Riz Ahmed found out), but there are shared tools.
For example, the BBC adopted an internal desktop tool to alert newsrooms of urgent breaking news. “BBCM has access to this tool, and uses it as events require,” the parliamentary document said.
BBC Monitoring even has a web-based product for spies (it calls them “customers”), called BBCM Portal, launched about 10 years ago.

6. BBC DEMONIZES CHINA
Separately, UK independent academic researchers looking at reports from BBC News on China found that the content overwhelmingly served to demonize the Chinese.
An analysis of BBC News reports on China from September to December 2021 found they were almost all negative, with only four per cent being describable as positive.
It went from bad to worse.
In a follow-up study looking at BBC News reports on China from August to November 2022, only 2 per cent were positive.
A further related study, looking at BBC News coverage of China from December 2022 to March 2023, showed only 1 per cent as positive.
The study was published by King’s College, London, under the title “Shaping the Policy Debate”.

7. BBC NEWS FILTER
BBC News became notorious for its use of a “yellow filter” and other tools to make images and videos of China look polluted.
This was not just a conspiracy theory. Independent journalist Brian Berletic showed clearly how the BBC doctored a specific image of China to turn live green trees black.
After the expose was published, BBC News replaced the doctored image with the original picture. No admission of guilt or explanation of the change was provided.

8. DEFENDING BBC NEWS
Defenders of BBC News say that it does do a great deal of genuine reporting.
This is also true. The department has used hundreds of working correspondents, stringers, and professional journalists around the world, including the individual who is writing this article.
Yet that doesn’t absolve it. The coverage of China and the doctored photos are indefensible.
The wise conclusion is that individual BBC News staff do, on occasion, produce honest, works of valuable reporting. But on big topics with a geopolitical angle—think China, Russia and Iran—don’t believe a word. In particular, BBC News reports on Mainland China, Hong Kong, Taiwan, Tibet, Inner Mongolia, should be discounted in their entirety.
Conclusion: Consume BBC News reports, if you have to, with narrowed eyes. Look for independent sources.

PETALING JAYA: A 62-year-old man was injured when a crocodile grabbed him by his leg and dragged him into a river in Port Dickson early today.

Negeri Sembilan police chief Alzafny Ahmad said the victim escaped by clinging to a large rock, Bernama reported.

He said the man was fishing at a jetty when the incident occurred at about 4am.


The crocodile is believed to have pounced on the victim’s left leg before dragging him into the river.

The victim later climbed to the riverbank and sought help from family members before being taken to a hospital for treatment.


He is currently receiving treatment and undergoing surgery at Port Dickson Hospital. He had a broken left toe, broken left ankle and multiple cuts on both legs.

State wildlife and national parks department (Perhilitan) director Faizal Izham Pikri said they have increased monitoring and placed warning signs at the location.

He said Perhilitan may set up crocodile traps later. Faizal urged the public to avoi
d river areas known to be crocodile habitats.

PETALING JAYA: PAS election director Sanusi Nor says the party’s assemblymen in Perlis can move against menteri besar Abu Bakar Hamzah before next month’s state assembly meeting if they truly intend to oust him.

Sanusi said such a move, if it were to materialise, could be carried out by collecting statutory declarations to prove that Abu Bakar has lost majority support, Sinar Harian reported.

“There is no need to wait for the state assembly meeting to table a no-confidence motion. They can collect and submit SDs before the meeting.


“If there is no way out (to resolving the crisis), then the assembly must be dissolved, but it will be tough for me, too, because I will have to go campaigning,” the Kedah menteri besar said in jest at a press conference at his official residence, Seri Mentaloon, in Alor Setar today.

On Friday, Abu Bakar said he would dissolve the state assembly if the six PAS assemblymen tabled a no-confidence motion against him at the upcoming meeting from June 3 to 5.

His remarks came a day after PAS president Abdul Hadi Awang said the party was reviewing its alliance with Bersatu.

Hadi said Bersatu had failed to uphold coalition solidarity, citing the political crisis in Negeri Sembilan, and the Bersatu assemblymen who withdrew support for then Perlis menteri besar Shukri Ramli of PAS.

They had demanded an explanation from Abu Bakar over his decision to postpone the state assembly meeting, which had been originally scheduled to be held from April 21 to 23.

The six PAS assemblymen are Shukri (Sanglang), Muhammad Azmir Azizan (Santan), Asrul Aimran Abd Jalil (Kayang), Razali Saad (Simpang Empat), Wan Badariah Wan Saad (Mata Ayer) and Haziq Asyraf Dun (Beseri).

Abu Bakar denied the postponement was due to fears of being toppled, insisting that the Perlis PN government remained stable.

Perlis PAS information chief Zahid Ibrahim previously said none of the party’s assemblymen would table such a motion.

PASIR MAS, May 25 — An ustaz, or a religious teacher, pleaded not guilty in the Magistrate’s Court here today to four charges of sexually assaulting two boys and producing obscene images.

Muhammad Faiz Muhamad Ramly, 31, entered the plea before Magistrate Syed Farid Syed Ali.

On the first and second count, he was charged with committing physical sexual assault on an eight-year-old boy at Madrasah Kuning, Jeli Lama, Jeli, between 1.10pm and 5pm on May 9, 2026.

For the third and fourth charges, he was accused of committing physical sexual assault on a six-year-old boy and producing obscene images involving the child at a house in Kampung Layat, Jeli, in May 2025.


The first three charges were framed under Section 14(a) of the Sexual Offences against Children Act 2017, which provides a prison sentence of up to 20 years and may also be subject to whipping upon conviction.

The fourth charge was framed under Section 5 of the same Act, which carries a prison sentence of up to 30 years and not fewer than six strokes of the cane if convicted.

The prosecution was conducted by Deputy Public Prosecutor Siti Aiysha Nai’lah Harizan, while the accused was represented by lawyer Muhammad Zaem Ab Aziz.

The court denied bail and fixed June 10 for mention of the case. — Bernama

ISTANBUL, May 25 — The Defence Ministry (Mindef) is evaluating offers from several countries to find the best solution to replace the naval strike missile (NSM) system whose delivery was cancelled by a Norwegian defence company.

Defence Minister Mohamed Khaled Nordin said meetings were also held with several parties during his visit to Türkiye to obtain suitable proposals for consideration by the Royal Malaysian Navy.

“So far there are three to four countries (that have submitted offers)... countries that we are confident and believe are sincere and want to help us.

“We are holding meetings, especially with the navy, to provide solutions and the navy will certainly conduct evaluations of these four offers before they are brought to the government,” he told Bernama in conjunction with the naming and launch of the first Littoral Mission Ship Batch 2 (LMSB2) vessel, Tunku Laksamana Abdul Jalil, which was officiated by Her Majesty, Raja Zarith Sofiah, Queen of Malaysia at the Istanbul shipyard.

Key matters being assessed include whether replacing the missile system would require major modifications to the structure of the ships that have already been built, he added.

“In our considerations, first is our confidence and trust in the offers from certain countries. Second is whether major modifications need to be made to the completed ships, third is the issue of cost and fourth is delivery,” adding that the matter would take a considerable time as it was all interconnected.

On follow-up action against Norway, Mohamed Khaled said he had yet to receive any latest developments after a notice of demand was sent to the manufacturer there, adding that he would meet his Norwegian counterpart during the Shangri-La Dialogue 2026 in Singapore at the end of this month.
