Previously I witnessed numerous pre-election periods without this oh-so-conscious awareness of the 'caretaker' status.
I feel it's a bit hypocritical, absurd, farcical or even pompous, wakakaka, to wear or mention (repetitively) this additional title as if it's a badge of democratic honour, wakakaka again. It's more suited to the politics of the Indian sub-continent.
No problem with caretaker .... Pretty soon will be Undertaker.

ReplyDeleteThe current ministers who are appointed by the Yang Di Pertuan Agung would still have a few more months to go before they complete their full term. The annual budget for year 2018 has also being approved, which authorizes the present government to spend. Tan Sri Datuk Seri Panglima Pandikar Amin Mulia will still be the speaker for the opening of the first meeting of the first session of the 14th Parliament. NO?
ReplyDeleteparliament dissolved on 07 April 2018 with Agong's approval. Thus no more ruling government, cabinet, ministers nor new policies allowed - only 'caretaker' govt runs country with mostly civil servants in charge of routine admin, until new govt elected on 10 May

The Government does not resign when Parliament is dissolved. Government ministers remain in charge of their departments until after the result of the election is known and a new administration is formed.
The Prime Minister is appointed by the Sovereign. Ministers are appointed by the Sovereign on the advice of the Prime Minister. These appointments are independent of the role of MP. Ministers retain their ministerial titles after dissolution, but those who were MPs can no longer use the MP suffix.

The Government administrative machinery i.e. the Civil Service continues but it's job is Administration. No new policy decisions, no approval of new capital projects.
DeleteThe political arm of the Government the Cabinet derives it authority from the majority of the Dewan Rakyat. The Cabinet stands dissolved because the Dewan Rakyat is dissolved.
What is left is merely a caretaker, running the country on autopilot.
If there is a civil or military emergency, they still need to act.
In a 2 party system, the Caretaker government must ensure they do not take actions which conflict with the incoming administration.
Even the same Party, may have different leadership and different direction after the elections.
