

MBSJ awards 10-year parking contract to Selmax

The Subang Jaya City Council (MBSJ) has appointed Selmax Sdn Bhd to manage street parking within its jurisdiction under a 10-year contract.
Selmax, a subsidiary of ITMAX System Bhd, is set to oversee the deployment, management, and operation of all gazetted parking bays in the city. In return, the company will receive 50 percent of the revenue collected from parking fees.
“This partnership reflects our commitment to supporting local councils in enhancing parking operations through the deployment of cutting-edge technology.
“Our smart parking solutions have already delivered measurable success in other cities, and we are confident they will support MBSJ’s vision for a more connected, efficient, and sustainable urban ecosystem,” said ITMAX managing director and CEO William Tan Wei Lun.
He added that the initiative is in line with Selangor’s Smart City agenda, aimed at improving mobility, public safety, and quality of life through integrated digital infrastructure.
The contract also includes an option to extend the agreement for another five years.
This latest appointment falls under the wider Selangor Intelligent Parking (SIP) initiative, a state-led privatisation effort involving street parking management across several local authorities.
However, the move has drawn criticism over the lack of transparency surrounding private company involvement in local council affairs, including from government MPs.
Among others, they questioned how the contracts were awarded and the implications for public oversight.
MBSJ meeting
Concerns over Selmax’s role were first raised after a meeting between MBSJ enforcement officers and company representatives on June 24.
A Facebook post by MBSJ’s Enforcement Department stated that the session, described as a “Coordination Meeting on Parking Enforcement in MBSJ area by Selmax Sdn Bhd”, was chaired by an assistant director from the council and attended by representatives from Selmax.
The meeting aimed to standardise the enforcement standard operating procedures (SOPs) in line with the parking privatisation scheme.
When questioned by reporters in June, Selangor executive councillor for local government and tourism Ng Suee Lim denied that any final decision had been made regarding concessionaires, insisting that no agreement had been reached involving four councils.
As of Aug 1, however, the privatisation rollout is already in effect under the jurisdictions of MBSJ, Shah Alam City Council (MBSA) and Selayang Municipal Council (MPS).
In contrast, Petaling Jaya City Council (MBPJ) remains the only council yet to be absorbed under the scheme.
