Exactly. Article 24 of the original 1964 PLO Charter explicitly excluded the "West Bank" and Gaza, stating they were not part of the “Palestinian” claim because they were already under Jordanian and Egyptian rule.
They only expanded the claim to include those territories after Israel took them in 1967.
The goal was never a state in the "West Bank" and Gaza. It was the destruction of Israel.
