Wee makes riposte to Loke’s parry over Klang Valley rail project


Transport Minister Wee Ka Siong rubbishes his predecessor’s claim that cancelling KVDT 2 project would have incurred legal & compensation costs 

PETALING JAYA: Transport Minister Wee Ka Siong has hit back at his predecessor, Loke Siew Fook, continuing the tit for tat between the two over the cost of the Klang Valley Double Tracking (Phase 2) or KVDT 2 project.

Noting that Loke had informed the Cabinet that the project’s estimated cost could be lowered to around RM3 billion to RM3.5 billion if it was re-tendered, Wee asked why the project was then continued at a higher price of RM4.475 billion.

He dismissed Loke’s earlier explanation that there would have been legal and compensation consequences if the contract was cancelled.

Referring to the PH Cabinet meeting minutes of Sept 19, 2018, Wee claimed the then government had made several U-turns on the project’s letter of consent, describing it as a “roller coaster”.

He also said Loke’s argument that PH had successfully lowered the cost of the project by 15% was misleading, arguing that lower costs and narrower job scopes were “two different things”.

“What was found in the KVDT 2 project proposal’s 15% cost reduction was that it was more due to lesser job scopes,” he said in a statement today.

wee maintained that the current PN government’s decision to reopen the tender was made after the input of experts, professionals and companies who had long been involved in railway construction.

He urged Loke to be patient and wait for the project’s open tender decision, guaranteeing that the bidding price will be lower than RM4.475 billion.

“The reality is that PH, which declared they would practise open tenders for project contracts, had failed to do so during their 22-month rule.

“Conversely, Perikatan Nasional managed to conduct open tenders and even directed the KDVT 2 project to be re-tendered on the principle of optimising the use of public funds for this project.”

The project spans 110km, involving two KTM railway tracks – one from Salak South to Seremban and the other from a point between Kuala Lumpur Sentral and Angkasapuri to Port Klang.

  1. Really....? Anthony Loke couldn't call an open tender in 22 months and Wee KHAT Siong did in 5 days...????

  2. now that's a good boy wee wee, this is what the tax payers deserve and are hoping for, when the oppo does good you guys try to out do and out perform them, good for the country, but somehow because of your past fookups I feel you are jus bragging, mca do not speak unless umno gives the nod

  3. So we all wait for Wee KHAT Siong's amazing feat to reduce the project budget from the original 5.27 billion under Liow Tiong Lai, signed ONE DAY before dissolution of parliament prior to GE14, to 3.3 - 3.5 billion (consultant) with no changes to the original specs, same job scope.

    And even if Wee KHAT Siong could achieve that amazing feat that means LKS will insist on RCI on why Liow Tiong Lai approved the same project with same scope for 2 billion more....ha ha ha....

    And this is assuming LTAT will sit by and allow the contract they were awarded to be cancelled. A quid pro quo will be necessary....?

    And while we are at it can Wee KHAT Siong also explain if ECRL was awarded via direct nego or open tender, which Transport Minister was in charge and why the progressive payments were TIME BASED instead of the norm ie based on WORK COMPLETED? In fact billions were already paid to Bully when no work had even started.

    PUTRAJAYA (April 15): The payment schedule for the East Coast Rail Link (ECRL) will be based on the project's work progress, Prime Minister Tun Dr Mahathir Mohamad says.

    "Normally we don't enter into agreement or contract that we have to pay according to timeline, I suppose that has to be dropped, it must be based on work progress," he said at a press conference here today.

    This compares to the previous arrangements whereby the Malaysian government has a grace period of seven years after the construction starts before making any payment.

    "As far as payment is concern, we will pay according to the progress of the construction," Dr Mahathir said.
