Snubbed by Interpol, police to re-apply for red notice on Malaysian in Germany

Malaysian police will reapply to the International Criminal Police Organisation (Interpol) for a red notice against a Malaysian in Germany who is wanted to assist in the investigation into allegedly seditious, racist and insulting statements against the royal institutions and government on social media recently.

According to Bernama, Bukit Aman Criminal Investigations Department (CID) director Abd Jalil Hassan said the application to Interpol on Dec 22 was rejected on the grounds of Article 3 of the Interpol’s Constitution.

This states that the organisation is strictly forbidden to undertake any intervention or activities of a political, military, religious or racial character in issuing a red notice to individuals wanted by a country's authorities.

Jalil said this when speaking to reporters after conducting a working visit to the CID’s D3 Division of the Anti-Trafficking in Persons and Smuggling of Migrants (Atipsom) and the Anti-Vice, Gambling and Secret Societies Division (D7) at Menara KPJ yesterday.

Three days ago, Jalil said the police are looking for an individual known as N Ganesparan, 39, who is believed to be in Germany, after he made a statement that could threaten public order and national security.

“Investigations revealed the suspect uploaded a video entitled ‘Racist in Vacine (sic) Malaysia’ on a Facebook account owned by Ganesparan Nadaraja.

“In the video, the suspect claimed that the purportedly low-quality and ineffective Sinovac vaccine was administered to non-Muslims while Muslims were given the high-quality Pfizer vaccine,” he added.

Jalil said the eight-minute-and-54-second video received 550 responses, 247 comments and 395 shares, along with around 10,000 views, besides going viral on WhatsApp.

“The suspect is being investigated under Section 4(1) of the Sedition Act 1948 and Section 506(b) of the Penal Code for a statement that might threaten public order and Section 233 of the Communications and Multimedia Act 1998,” he said.

He said since 2018, police had opened 18 investigation papers against the suspect under the Sedition Act 1948, and offences under the Penal Code, including Sections 298A, 500, 504 and 505(b).

“Checks with the Immigration Department found that the suspect’s last exit was on Nov 2, 2017, through the Kuala Lumpur International Airport and his passport was cancelled on Nov 25 last year."

Jalil added that the investigation would be conducted by the Bukit Aman Classified Crimes Investigation Unit of the CID’s Prosecution/Legal Division (D5).

  1. Interpol's rules are clear cut on this matter - use of Red Notices apprehending people for political purposes is considered an abuse of the process.

    The way Malaysia handles allegations of sedition certainly falls into this category.

    A major Hong Kong study has found “substantially higher” levels of antibodies in people vaccinated against Covid-19 with the German-made BioNTech vaccine, compared with those who received China’s Sinovac shots.

    The presence of antibodies is a sign that the vaccine is working to protect an individual, although the quantity of the proteins generated by the body’s immune system to identify and neutralise the coronavirus does not directly correlate to the level of immunity.

    While the study’s findings do not place the merits of taking one vaccine above the other, they have raised questions about a government plan to shorten the quarantine period for vaccinated travellers arriving in Hong Kong based on antibody tests.

    Lead researcher Professor Benjamin Cowling, an epidemiologist at the University of Hong Kong (HKU), told the Post the results also suggested that some of those who had received the Sinovac vaccine might need a booster shot.

    President Sebastian Pinera said health experts were examining "many scientific studies" to determine if a third dose would be necessary as he launched the rollout of vaccines among teenagers in Chile.

    "As a government we are attentive to today's problems but also must anticipate and prepare to face the problems of tomorrow," he added.

    Chile has relied heavily on the COVID-19 shot developed by China's Sinovac to roll out one of the world's fastest vaccination campaigns, administering 16.8 million doses, along with 3.9 million doses of the Pfizer/BioNTech vaccine, and smaller amounts of inoculations from Cansino Biologics and AstraZeneca.

    So far, 78% of Chile's target population has received at least one dose, and 61% are fully vaccinated.

    Chile was an important early real-world test for the effectiveness of Sinovac's shot. In a study published in April, the Chinese vaccine proved minimally effective at preventing illness after one dose. With a second jab, it was 67% effective in preventing symptomatic infection, 85% effective in preventing hospitalizations and 80% in preventing deaths.

    Public health chief Paula Daza told Chile's TVN news station that investigators were now examining how long Sinovac protection lasted, and would report back next month.

    "We think that data will show that people who were vaccinated in February and had their second dose in March will likely need a third dose by September," she said.

    With Chile predominantly relying on Sinovac, health officials are also facing questions about its ability to withstand some of the more contagious variants.

    Earlier this week, more than 350 health workers who had been vaccinated with Sinovac's vaccine in an area of Indonesia hard-hit by the Delta variant fell ill with COVID-19.

    No cases of the Delta variant, first identified in India, have been detected in Chile so far, though they have been in neighboring Peru and Argentina.

    The brief statement comes after some residents in the UAE reported receiving a third shot amid concerns about an insufficient antibody response. China’s top disease control official acknowledged last month that the country’s locally produced vaccines offer low protection against the virus, adding to growing questions over the shot’s efficacy.

    The Sinopharm vaccine has become the linchpin of the UAE’s vaccination campaign, among the fastest in the world per capita.
