There once was an ambitious boy who thought of bodeking the boss as he sat on the hillside watching the village sheep voters. To amuse himself he took a great breath and sang out, "Wolf! Wolf! The Wolf is chasing the sheep!" “Local elections! Local elections! Lim GE doesn’t want local elections!”
Thevillagers voters came running up the hill to help the boy drive the wolf away cry out for local elections. But when they arrived at the top of the hill, they found no wolf Lim GE actually wanted local elections. The boy quietly laughed at the sight of their angry faces behind their back.
"Don't cry 'wolf', boy," said thevillagers voters, "when there's no wolf!" They went grumbling back down the hill.
Later, the boy sang out again, "Wolf! Wolf! The wolf is chasing the sheep!" To his naughty delight, he watched the villagers run up the hill to help him drive the wolf away.
When the villagers saw no wolf they sternly said, "Save your frightened song for we now know it’s really PM Najib who doesn’t want local elections! Don't cry 'Lim GE doesn’t want it' when it’s your BN towkay!"
But the boy just grinned and watched them go grumbling down the hill once more.
Later, he saw a REAL wolf, namely the EC who said it can’t hold local elections for Penang and Selangor (aiyah, because Najib oledy said so lah). Whether he was alarmed or not (after all he’s a BN minion), he leaped to his feet and sang out as loudly as he could, "Lim GE doesn’t want local elections! Lim GE doesn’t want local elections!"

The Pakatan Rakyat led-government has little choice but to approach the National Council for Local Election (NCLC) before polls can be called in their states.
The Penang and Selangor state governments must approach the NCLE before laws can be amended.
Penang Local Election Working Group committee member Dr Ong Hean Tee said the Penang state government has to follow due process and allow the law to be amended before local elections can be called for in the two states.
The group was established in June 2008 following the recommendations of the state government, and has nine members in its committee, comprising representatives from NGOs and civil society.
Ong concurred with the Election Commission's call for the Pakatan Rakyat governments to refer to the NCLE before the process can be initiated.
Ong, who is also Penang Environment Working Group chairperson, added that residents want local polls to be reinstated as they prefer their issues to be brought up through locally elected officials.
"However, this cannot happen unless the (Local Government) Act is amended by Parliament. This is a constitutional problem," he told Malaysiakini.

"The perception here is that the state government has the authority to call for local elections, but unfortunately this is overridden by federal government rules and regulations," he said.
"Is the local authority really autonomous in deciding this matter? A study has to be done to rectify this ambiguity," he added.
Ong was responding to the statement by the Election Commission (EC) that it cannot hold local polls in the two PR governed state as it is bound by such laws as Local Government Act 1976 (Act 171).
The Act 171, among other things, states that local government polls have effectively been abolished.
However, the two governments can still bring up the matter with the National Council for Local Government (NCLG).
According to Article 95A of the Federal Constitution, any changes made to laws governing local government must first be approved by the NCLG.
What was undone can be revived
Meanwhile, Penang has urged the federal government to review the decision by the EC and also to amend the law to allow the state to conduct local elections.
Penang state executive councillor for local government and traffic management Chow Kon Yeow (right) said the letter by EC dated March 23 to the state government in response to its request to restore local government elections had been a "great disappointment".
"It is under the Federal Constitution of Section 113 and Section 114 that the EC is responsible to conduct elections," he said in a statement to the media yesterday.
Chow said that although elections are regulated by the EC, as long as it is under the responsibility of the federal government, the political will for the return of local elections must come from the latter.
"Indeed, while conducting local government elections may be the state government's agenda, it is the prerogative of the federal government and EC to ensure that the election can be held," added Chow who is DAP MP for Padang Kota, Penang.
However, Kedah Gerakan Youth chief Tan Kheng Liang strongly condemned the harsh criticism hurled by several PR leaders at the EC decision.
"PR leaders must learn that decisions by the EC or any other federal or state authority are bound by the laws of our country," he said in a press statement.
"Thus, the criticism by PR that the EC is not independent in this issue clearly lacks substance," he added.

It could be Tan Keng Liang of Gerakan or some other people. I am not sure.
But what I am sure is Pakatan Rakyat failed to fulfill their promise to hold local council elections. 2 years already past. How long more they want to cheat the people?
Maybe the "cry wolf boy" is Lim Guan Eng. No one will believe DAP is they keep on blaming Najib, EC, BN, etc for stoping them holding local council election or fulfill their other promises.
From what I see, PR broke promises and now just finding excuses to calm the people.

Second, I don't have high regards for Tan Keng Liang because till to-date, he doesn't allow other people to comment in that CCB Tan Keng Liang's blog. At least, Khir Toyo did allow commenting.
No wonder Lee Kuan Yew rubbishes armchair critics. If you one it make yourself known your views, show your face, stand by it. That means you are prepared to go to court over it. You know LGE has gone to jail because of his stand over the underaged girl issue.

Who is Tan Keng Liang? Not even an appointed local councilman in Kedah! I bet he's just a coffeeboy who is yelled and cursed at by the Kedah Gerakan bigshots when he is slow in bringing them their coffee. And of course he sweeps up the floor after those bigshots left.

ReplyDeletelet us be fair to Tan Keng Liang. I think he is serving the people quite well by acting as a check & balance to Pakatan Rakyat's state government.
We cannot deny that Pakatan had made a lot of promises but a lot of it had not been fulfilled and ignored.
Most of the things that Tan criticize Pakatan is quite true. We can't deny that Pakatan, especially PAS had behaved like they are not going to have local council elections in states of Kedah & Kelantan. As someone from Kedah, Tan certainly made a good point against PAS there.
Can you imagine if Tan is not around and everyone just keep quite about the local council elections? Pakatan will sure not implement it. The losing side is the people.
Tan Keng Liang & Gerakan(including others in BN)is the check & balance for Pakatan. While Pakatan is the check & balance for BN.
That I think is a good system.
cannot blame the EC. the cunning and calculative LGE have already forseen this would be the outcome. so he just "borrow arrows/sword to wipe out enemies", that's all. he knows EC will make a PC about this, so he pushed all the blames to EC and sit down to enjoy the show. local election no doubt will do him no good given his popularity diminishing these years with his infamous "insufficient engineer" and "kampung buah pala eviction". last time i used to believe he's sincere, honest and principled leader. once become a leader, he totally forgot his grassroot, just like his pap counterpart.
