Question:

In 1999/2000 which National Red Cross or Red Crescent Society, allegedly advised or/and influenced by its nation's foreign office, forgot or ignored the Movement's core policy of neutrality in 1999 and took what was perceived as punitive political action against the ICRC by way of withholding due payments to the International Organization?

Hint:

The National Red Cross or Red Crescent Society which collected half a billion dollars in donation to build homes for a small country devastated by earthquakes but built only 6 houses in 5 years.
