No action against MBPJ officer in dog-catching incident


The Petaling Jaya City Council says the senior citizen was not assaulted but struck by accident.



A 69-year-old man has been charged with obstructing government officials from carrying out their duties following the operation to capture stray dogs in Petaling Jaya on March 23.


PETALING JAYA: The Petaling Jaya City Council (MBPJ) has confirmed that no action will be taken against its officer for allegedly roughing up a senior citizen during an operation to catch stray dogs.

It also said it will improve procedures during “higher risk” operations to capture strays.

In a statement today, MBPJ said the senior citizen was not assaulted but struck “unintentionally”.

“Apart from referring the case to the police, MBPJ has conducted an internal investigation.

“The internal investigation committee has made recommendations to improve procedures during operations to capture stray dogs,” it said.

MBPJ said moving forward, its officers will use body cameras and conduct joint operations with the police for higher risk operations.

It said it will also invite representatives from NGOs and residents’ associations to observe its operations to ensure transparency.

In a video that went viral last month, a man can be seen in confrontation with an MBPJ enforcement team as he tries to protect his dogs from being captured.

The incident reportedly took place at Taman Kanagapuram, off Jalan Klang Lama, in Petaling Jaya, on March 23.

The senior citizen has since been charged in court with obstructing government officials from carrying out their duties.

Patrick Khoo, 69, claimed trial to the charge, framed under Section 186 of the Penal Code. If convicted, he faces a jail term of up to two years or a maximum fine of RM10,000, or both.

  2. Old men should not be allowed to keep more than one dog in his compound. Those extra dogs will have to be taken to the dogs pound. The belligerent old man be fined made to help in a dog shelter for six months.
