MCO 3.0 for all of KL from May 7

All of Kuala Lumpur will be placed under a full movement control order (MCO) for the third time, effective May 7.

Defence Minister Ismail Sabri Yaakob, who oversees the MCOs, said the decision was made based on the Health Ministry's recommendations.

"Between April 1 and 27, the Health Ministry confirmed there were 17 new Covid-19 clusters in Kuala Lumpur and the number of daily cases is increasing.

"After studying the Health Ministry's presentation and recommendations, the government agreed to impose an MCO throughout Kuala Lumpur beginning May 7 until May 20," he said in a statement.

Ismail also announced a full MCO for the districts of Johor Bahru, Kulai and Kota Tinggi in Johor and Taiping in Perak.

He also announced a full MCO in 14 sub-districts in Besut, Terengganu namely Kampung Raja, Lubuk Kawah, Pelagat, Tenang, Keluang, Bukit Kenak, Kubang Bemban, Jabi, Kerandang, Pengkalan Nangka, Pasir Akar, Tembila, Bukit Puteri and Kuala Besut.

The MCO for all the above locations is also from May 7 to May 20.

The areas above will join six districts in Selangor which will also be put under a fulL MCO at midnight (May 6). They are Petaling, Hulu Langat, Gombak, Klang, Kuala Langat, and Sepang.

The latest MCO is closer to MCO 2.0 implemented earlier this year where most industries are still operational compared to MCO 1.0 last year which also saw many businesses shut.



However, there will still be several restrictions. They include as follow:

• No dine-in allowed
• No social activities (eg: wedding, engagement, gathering for special prayers, retreat, official events).
• Restaurants and food stalls may provide take-away services from 6am to 12pm
• Pharmacies, grocery and convenience stores to operate from 6am to 10pm.
• Petrol stations to operate 6am to 10pm. 24 hours for those located on highways.
• Morning market, farmer's market, weekend markets to operate 6am to 2pm.
• Ramadan bazaars can still operate but may be cancelled by local councils.

Ismail also explained the reasons for the full MCO in parts of Perak, Terengganu and Johor.

In the case of the 14 sub-districts in Terengganu, he said the areas recorded 406 new Covid-19 cases from 5,617 people who were screened between April 1 and May 3.

"The Health Ministry informed the increase in cases in the areas were due to the movement of student and workers from neighbouring states," he said.

As for the three districts in Johor, Ismail said there were many incidents of sporadic cases - meaning the origin of the infection is unknown.

"The three districts are red zones with more than 150 cases and the hospital intensive care unit capacity there has already exceeded 70 percent," he said.

On the decision to place Taiping, Perak under MCO, he said the increase in cases there were contributed by three clusters, namely Jalan Kolam Dua cluster in Kampung Expo, Jalan Pokok Assam cluster in Kampung Pokok Assam and Jalan Sepat cluster in Kamunting.

Ismail also announced a full lockdown - or an enhanced MCO - in Kampung Lubok Katak in Tapah, Perak, Kampung Permatang Tulang Mukim Sebatu in Jasin, Malacca and Sekolah Menengah Ugama Pantai Manis in Papar, Sabah.

The enhanced MCO will take effect from May 7 until May 20.

He also announced the end of enhanced MCO at Sekolah Menengah Kebangsaan Agama in Johor Bahru, Johor, Maahad Tahfiz Al-Quran al Asriah in Pasir Mas, Kelantan, Sekolah Menengah Sains Machang in Kelantan and Kampung Sileng Dayak in Lundu Sarawak.

However, the enhanced MCO in the following locations will be extended until May 20: Rumah Panjang Giman, Batu 13 in Sarikei, Sarawak, Kampung Rayang in Serian, Sarawak and five long houses at Jalan Bukit, Balingian in Mukah Sarawak.
