It seems that Saddam Hussein and other prisoners may even be allowed to vote in the referendum for the draft constitution this Saturday, assuming the US military allows that.
The Americans may not because by allowing the detainees to vote, it will provide the outside world an idea of how many prisoners are actually being held by them. The US military would probably cite security reasons for disallowing the proposal. Alternatively, they may allow Saddam and a few high profile prisoners to vote but keep the rest under wraps.
But then, Saddam could refuse to vote by claiming he didn’t have a hand in drafting said constitution or that it is an American driven piece of legislation.
