Political interference in MCS senior appointments?

Appointment of Najib’s ex-aide at Intan cancelled

The appointment of the Najib Abdul Razak’s former principal private secretary Iskandar Mohd Kaus (above) as National Institute of Public Administration (Intan) director has been cancelled.
Government sources informed Malaysiakini that Iskandar’s appointment letter has been retracted.
The office of the chief secretary to the government, when contacted, declined to confirm the development.
It, however, said it will be calling a press conference on the matter in the near future.

This is bad news because to deny Iskandar Mohd Kaus his appointment as the 17th Director of INTAN smacks of 'Americanism', where once a political party or politician loses the election, his staff all go out with him or her.


We have been subscribing to the Brit system where the civil service remains in continuity to provide an unbroken administrative support system to our political leaders and representatives.

Iskandar Mohd Kaus was appointed by Chief Sec to Govt, Ali Hamsa, to be principal private secretary to Najib on 01 Oct 2016 to replace Sukry Mohd Salleh.

Iskandar Mohd Kaus is a member of the ADS (Administrative & Diplomatic Service of the Civil Service) since 24 March 1994. The ADS is the elite of the Civil Service, accepting only honours graduate - those without honour degrees are placed in the General Service Division.

Without knowing why his appointment as Director of INTAN has been cancelled or withdrawn, that action is a cause of concern because it implies two possibilities, both of which are unsavoury - they being:

(a) Americanism has crept into Malaysia's Civil Service - to wit, there's no more Civil Service as we know of it, or

(b) possible gross government political interference in the Malaysian Civil Service senior appointments.

  1. It depends.

    If the person has a track record of being a partisan political operative, regardless of his supposedly non-political position, he definitely should NOT be given a senior sensitive position.

    Rules and principals are good but not meant for self-harm.

    For example the Penang Federal Development Director who acted politically like a Nabob during Pakatan Rakyat's first term in Penang should definitely be put out to pasture if he is still in the MCS.

    Kaytee, jumping the gun with insinuations of this and that against the PH Govt. before even clarifications given by the Chief Secretary to the Govt.

    What's the rush to jump to conclusions? A few days of fame to politicize around freely before it's clarified and if Tak Ngam (doesn't match), just shaft it aside and pretend it was forgotten/never exist?

    Typical sifu RPK style which made him lost credibility after over so many articles which caught him bullshitting for the sake of sensationalizing issues to Hentam! Hentam! Hentam! only.

    Who knows? Perhaps a picture of this Govt. civil servant campaigning for BN during the last GE 14 popped up to disqualify him due to breech of the General Orders and thus is a disciplinary action.

    1. why the speculative accusations, though I am not surprised by your suspicious prejudice and reckless bias. Haven't what I said are all true, and what makes you think the Chief Secretary will come up with a bona fide explanation?

    2. You have ignored a 3rd serious possibility, which is there is objective record of the person acting as a BN/Najib political operative, when he is supposed to be an apolitical serving MCS officer on the public payroll.

      If true, That disqualitlfies him to the senior position because of the high risk he will become a political saboteur against the PH government.

      There ARE undeniable political appointees in the Civil Service, but they are on contract and serve at the pleasure of the Government Of The Day.
