FROM claiming he was forced to sign a proclamation to remove Tuanku Muhriz Tuanku Munawir as Yang di-Pertuan Besar Negeri Sembilan, Menteri Besar Datuk Ismail Lasim has now confirmed that the state executive council unanimously endorsed the ruler’s removal.
Ismail today said the State Executive Council (EXCO) had unanimously endorsed the proclamation at its September 15 meeting and instructed the state secretary to proceed with its gazettement.
“The gazettement process has already been instructed to the state secretary to proceed with it according to the existing regulations,” he told reporters after the Negeri Sembilan First-Class Graduate Excellence Awards ceremony in Seremban.
The latest position represents a striking reversal by Ismail, who only days ago said he had been forced to sign the very proclamation now being endorsed by the state government.
On September 9, Ismail confirmed that he had signed the document but said he did so against his will and under duress.
He also questioned its validity, saying the proclamation did not comply with Article 10 of the Laws of the Constitution of Negeri Sembilan 1959 and describing it as invalid, unconstitutional and unenforceable.
He subsequently lodged a police report over the alleged coercion.
Now, less than two weeks later, Ismail is confirming that the state executive council has unanimously endorsed the proclamation and is moving to have it gazetted.
That is not merely a change of tone. It is a complete flip-flop in the Menteri Besar’s position on a matter involving the state’s highest traditional institution.
The reversal is made even more striking by Ismail’s own public declaration on September 6, when he expressed his full support and loyalty to Tuanku Muhriz.

The Dewan Keadilan dan Undang (DKU), comprising the four Undang Luak, has reaffirmed Tuanku Muhriz as the legitimate Yang di-Pertuan Besar and said there is no vacancy in the position.
The DKU has also rejected the purported appointment of Tuanku Nadzaruddin Tuanku Ja’afar, maintaining that the position of Yang di-Pertuan Besar remains occupied by Tuanku Muhriz.
In its latest position, the DKU said the state executive council and state government had no jurisdiction to determine the validity of the proclamation concerning the ruler.
It further said the September 16 MMK decision purporting to remove Tuanku Muhriz and recognise Tuanku Nadzaruddin as the new Yang di-Pertuan Besar had no legal effect.
That directly contradicts the state government’s position that the proclamation is valid and that Tuanku Nadzaruddin was legitimately selected under Article 11 of the state constitution.
The DKU’s position also means the purported appointment of Tuanku Nadzaruddin has, in its view, no legal standing because there is no vacancy to be filled.
The competing positions have now placed Negeri Sembilan in an extraordinary constitutional dispute, with the state executive council and the traditional ruling institution taking opposing positions over the status of the Yang di-Pertuan Besar.
