Perak MB 'manipulated' exco meetings for approval, Aziz Bari claims

Perak Menteri Besar Ahmad Faizal Azumu had at times manipulated state cabinet meetings to show that his decisions had been agreed on, claimed a former exco member.

Tebing Tinggi assemblyperson Abdul Aziz Bari (above, left) said this in response to allegations that he was complicit in awarding a private company to undertake solid waste management in Perak.

"I would like to say that in several matters, he had manipulated the position of excos. This includes claiming briefing sessions as confirmation and agreement when there was no discussion or decisions made," he said in a statement today.

He also claimed that Faizal had refused to adhere to Perak Pakatan Harapan's election manifesto.

Aziz yesterday urged the state government to explain the reason behind the contract being awarded to Mainiza Teknitek Recowaste Sdn Bhd without going through open tender.

Independent Titi Serong assemblyperson Hasnul Zulkarnain Abd Munaim (below) alleged that the DAP lawmaker was involved in a 2019 meeting where the contract was awarded.


Aziz said that Hasnul, who quit Amanah in March to side with Perikatan Nasional, did not state clearly which meetings he had actively and positively supported the decision to award the contract.

He also said that as an exco member, he was bound by the doctrine of collective responsibility and did not publicly question Faizal's decisions then.

However, he noted that other DAP assemblypersons did raise the matter of open tenders in the state assembly.

He also denied saying Mainiza's status was PN17 (problematic company), which Hasnul had rebutted.

Yesterday, Aziz said the direct tender to the company was "shocking and lacked transparency" and he raised concerns that it would lead to a monopoly and make garbage collection more expensive.

For the record, on June 15, Majuperak Holdings Bhd announced to Bursa Malaysia that it was entering into a joint venture with private company Mainiza.

The notice was issued after Mainiza informed Majuperak that the state government had agreed to appoint both companies to undertake solid waste management and public cleansing in the state.

Specifically, Mainiza will partner Majuperak's wholly-owned subsidiary Majuperak Utilities Management Sdn Bhd (MUMSB).

Faizal's former political secretary Nizran Noordin sits on both Majuperak and MUMSB's boardroom.
