PETALING JAYA: Putrajaya has agreed to revert to the original funding mechanism for Tunku Abdul Rahman University College (TAR UC), which will see the higher education ministry channelling allocations directly to the institute.
MCA president Wee Ka Siong said the government would ensure that funds were not channelled in an ad hoc manner to third parties who did not own the university.
He also said the finance ministry had revoked RM18 million from the original RM40 million given by former finance minister Lim Guan Eng to the TARCian Alumni Association Education Trust Fund (TAA-ETF) in 2019.
“The finance ministry will channel the remaining funds for 2019, amounting to RM18 million, which was obtained by TAA-ETF, to the original owner of TAR UC according to the right procedures.
“To show the government’s continuous commitment to TAR UC, allocations for a matching grant worth RM40 million will be channelled to TAR UC through the higher education ministry this year,” he said in a statement today.
He said this was the outcome of several meetings between the TARC Education Foundation’s board of trustees and Finance Minister Tengku Zafrul Aziz.
Last year, Wee objected to the finance ministry’s decision to channel the RM40 million allocation to the TAA-ETF, saying the funds were being handed over to an entity outside of TAR UC instead of the university’s management.
Lim had said the money could only be channelled directly to TAR UC if MCA gave up ownership and control of the university’s administration.

We believed what you said.” But Lim GE disappointed the Chinese Malaysians in REFUSING to provide TAR UC with its usual annual matching grant (could that be out of jealousy of MCA's role in setting up TAR UC?). His spiteful move galvanised hawkers into donating at least a day's worth of their sales to TAR UC fund. Shame on him. |

Koperasi Jayadiri Sdn Bhd (Kojadi) chairperson Ng Peng Hay today claimed that board members of the MCA-owned cooperative were forced to sign a statement against him over the 1MDB funds it received.
Yesterday, Ng dropped a bombshell when he claimed MCA president Wee Ka Siong tried to block his meeting with the MACC in a bid to surrender the RM15 million channelled from Yayasan 1MDB to Kojadi.
A statement signed by 11 of the 14 Kojadi board members was later issued denying any interference from Wee.
"Shortly after the issuance of the press statement last night, at about 10.30pm, one of the board members called me to apologise to me that he was 'forced' to sign the press statement," Ng said in a statement.
"Who forced the 11 directors to sign the press statement?... Thankfully, three other directors refused to sign."
The statement also disputed Ng's claim that the Kojadi board had authorised him to meet with the MACC over the funds from 1MDB.
However, Ng explained that the board had authorised him to meet with "relevant authorities" over the matter, which he said would include the MACC.
"I wish to repeat that my intention is to safeguard the interest of Kojadi, by forestalling the listing of Kojadi in the coming MACC list resulting in freezing of Kojadi accounts, which will have a disastrous impact on Kojadi's finances, staff morale, members confidence, payments of salary and collections of loans," he said.

DAP man lodges report against MCA president over 1MDB funds dispute

Federal Territories DAP Youth chief Lee Bing Hong has lodged a police report against MCA president Wee Ka Siong over a dispute brewing at Koperasi Jayadiri Sdn Bhd (Kojadi) in relation to funds it received from 1MDB.
Lee wants police to look into the complaint made by Kojadi chairperson Ng Peng Hay, who said he had proposed to return the RM15 million grant the MCA-owned cooperative received from 1MDB in 2012.
Ng said he was subsequently instructed by the Kojadi board to meet with the MACC on the matter, but was blocked by Wee.
"I ask that the police investigate the MCA president under Section 186, Section 202 and Section 203A of the Penal Code," Lee said in his police report lodged at the Tun HS Lee police station in Kuala Lumpur last night.
Section 186 concerns the obstruction of a public servant in discharging public functions, while Section 202 concerns the intentional omission of information relating to a crime, and Section 203A concerns the disclosure of information.
Ng, who yesterday announced his resignation as an MCA member in protest, claimed he was stopped by Wee before he could set an appointment with the MACC.

ReplyDeleteWee KHAT Siong and The Star is making it sound like under Guanee TARUC was deprived of the RM40 million per year and now under MCA they will get RM58 million.
Of course this is utter rubbish. Guanee just directed the RM40 million via an independent Alumni association, it's president being an MCA-life member.
But as it was so late in the year (2019) only RM22 million had been disbursed, and before the remaining RM18 could be disbursed the backdoor government struck.
Now Wee KHAT Siong adds the 2020 RM40 allocation which Guanee had promised and had already been budgeted for is added to RM18 and MCA is crowing as if they have saved TARUC by getting RM58.
No difference in the amount lah. Poor deserving TARUC students didn't lose anything. They would have got 58 anyway. Already budgeted for by Guanee in 2019 and 2020.
The only difference is that the money now flows though MCA's greasy hands.....because MCA operatives dominate the TARUC Board of Trustees.....and Wee KHAT Siong is the Chairman.

PETALING JAYA: Tunku Abdul Rahman University College (TAR UC) will obtain RM58mil from the Finance Ministry for this year, said MCA president Datuk Seri Dr Wee Ka Siong.
This financial allocation will be fully handled by the owner of TAR UC following a revised decision by the Finance Ministry.
“This means, any disbursement of the financial allocation to TAR UC will return to its original mechanism used by the government from 1969-2018, where the operating and development expenditure will be channelled to the university college through the Higher Education Ministry.
On Nov 22 last year, Lim announced the reinstatement of the RM30mil allocation for TAR UC on the condition MCA relinquished control of the university college.
On Dec 4, Lim raised the amount to RM40mil.
He insisted the fund must be managed by a new trust fund under TAA.
Explaining the RM58mil allocation, Dr Wee said the Finance Ministry retrieved the remaining RM18mil of the RM40mil that Lim allocated to TAA’s trust fund.
“To carry out the government’s commitment since the establishment of TAR UC, previously known as TAR College, a matching grant of RM40mil will be channelled to the university college through the Ministry of Higher Education this year under Budget 2020, ” said Dr Wee, who is also TAR UC Education Foundation Board of Trustees’ chairman.

PETALING JAYA: Former deputy education minister Teo Nie Ching today urged MCA to exercise transparency in its management of allocations amounting to RM58 million from Putrajaya to the Tunku Abdul Rahman University College (TAR UC).
In a statement today, she also explained how the RM40 million given by the Pakatan Harapan government to the TARCian Alumni Association Education Trust Fund (TAA-ETF) was spent for the benefit of the university.
She said RM21 million was spent on student bursaries and RM1 million on RM600 achievement awards for TAR UC employees.
She said the remaining RM18 million, which has since been revoked by the finance ministry, was supposed to be given to eligible students, with each individual receiving RM500.
“Now the allocation is being transferred from the TAA-ETF, which is handled and managed by professionals and successful TAR UC alumni, to the TARC Education Foundation, which is solely controlled by MCA.
“Would MCA exercise the same degree of transparency and explain how it is going to use the RM58 million allocation?”
Teo also asked if the TARC Education Foundation would continue to give RM500 handouts to eligible students and offer discounts for tuition fees in view of the movement control order.
This comes after Putrajaya agreed to revert to the original funding mechanism for the university, which will see the higher education ministry channelling the allocations to TAR UC.
MCA president Wee Ka Siong said the RM18 million that TAA-ETF was supposed to receive but has since been revoked by the finance ministry will be channelled instead to “the original owner” of TAR UC — the TARC Education Foundation.
