Wee questions Guan Eng over double standards in channelling funds to TAR UC

PETALING JAYA: MCA president Wee Ka Siong has hit out at Finance Minister Lim Guan Eng for “double standards” over political affiliations surrounding the Tunku Abdul Rahman University College (TAR UC) funding issue.
In a Facebook post, Wee said the names of four individuals with no political affiliations were submitted to become new members of the TAR UC’s board of trustees “in order to maintain peace”.
However, he said their applications to join the board have still not been approved by the government after more than two months.
In comparison, he said the founding directors of the TARCian Alumni Association Education Trust Fund (TAA ETF), to which RM40 million will be channeled to, are all MCA members.
“Looks like Lim is truly bothered by the four non-MCA members who are recommended to be the TAR UC’s new members of the board of trustees as until now the Pakatan Harapan government has yet to approve the application to have the four of them appointed as new trustee members.
“On the other hand, Lim seems to be not bothered by the fact that those who set up TAA ETF, namely Yap Kuak Fong, Chan Wah Kiang and Tan Chik Heok, are all MCA members.
“I wonder what principles Lim has? Those party members who are close to you are okay but those who are not are not fine with you?” asked Wee.
Wee and Lim have been engaged in a war of words over the matching grant for TAR UC. The finance minister argues that the educational institution should not be controlled by political parties or politicians.
Wee, who is Ayer Hitam MP, also pointed out that it was not stated in the law that individuals with political affiliations and inclinations were not allowed to be trustee members of a non-profit organisation.
Why blame Guanee. Is it MoF who has to approve the names or another ministry?

ReplyDeleteWell, the solution is to channel the money directly from TAA to the student's bank accounts. Wee KHAT Siong can fund the operation of the university from their 634 million fund managed by the illegally constituted Board of Trustees.

Tunku Abdul Rahman University College (TAR UC) would reject money from a trust fund that was set up to channel government funding to the institution, says TAR UC’s owner, TARC Education Foundation.
According to Sinchew Daily, TARC Education Foundation said this was due to several unresolved issues regarding the money that was to be channelled through TARCian Alumni Association (TAA) Education Trust Fund.
It said the origin, legality, purpose, and mechanism for spending the trust fund were unknown.
In addition, the foundation took issue that the trust fund registered with the Registrar of Societies using the TAR UC main campus in Setapak, Kuala Lumpur, as its address.
“The two entities are not related,” it reportedly said, while raising concern that the address could cause public confusion.
The MCA-controlled TARC EF and the federal government is currently in a stand-off over government funding for TAR UC.
Finance Minister Lim Guan Eng had insisted that MCA relinquishes control over TAR UC before the government resumes funding it directly through matching grants.
As an interim solution, the government appointed the TARCian Alumni Association to set up a trust fund for channelling up to RM40 million annually from the government to TAR UC and its students.
The TAA is one of several alumni associations for former TAR UC students.
In turn, MCA had accused the government of reneging on a legal obligation to fund TAR UC and of playing politics with education.
At a press conference on Monday, Lim announced that the promised RM40 million has been transferred to the TAA-managed trust fund.
"The board of trustees of the TAA Education Trust Fund, being the administer for this new trust fund, will work closely with the management team of TAR UC to ensure the government grant is properly managed and distributed for the well-being of TAR UC and its students," TAA president, Yap Kuak Fong (above), said at the time.

ADUN SPEAKS | The MCA-controlled TARC Education Foundation (TARCEF) alleged that it has no knowledge about the sources, the legality, the purposes and the spending mechanism of the RM40 million government allocation, hence, TARUC and TARCEF refused to receive the funding.
MCA never questioned the source nor legality of the RM16.5 mil that it received from former prime minister Najib Razak during the 2013 General Election.
The funds received by MCA has now been confirmed to be illegally misappropriated from 1MDB but MCA refused to return the funds to the government.
On the other hand, the RM40 mil to TARCian Alumni Association’s Education Trust Fund (TAA-ETF) is from government allocation.
It is legal, reasonable and proper for the government to allocate funds to TARUC through TAA-ETF and MCA has no right to reject the allocation on behalf of the students and faculty members of TARUC.
MCA also has a superficial understanding of the concept of “separation in education and politics”.
The party objected to the presence of the ministers and MPs of the ruling coalition in a press conference where the allocation was handed over to TAA-ETF.
There is nothing wrong with the presence of the ministers and MPs as they are lawmakers from the ruling parties.
On the contrary, MCA has full control over TARCEF and the Board of Trustees. Its intervention and influence over the administration of TARUC is a clear breach of the principle of “separation of education and politics”.
Former President of TARUC and the Chairman of TARCian Alumni Association’s Education Trust Fund (TAA-ETF), Tan Chik Heok has stated that TARUC administration welcomes the RM40 mil allocation to help the students.
Tan said the allocation is beneficial to the students and that he will discuss with the administration of TARUC next Monday on the details of the allocation.
Nonetheless, the MCA-controlled TARCEF foundation objected to the allocation based on the bare allegation that the source of the allocation is doubtful.
It is regrettable and disgusting that the MCA is ready to sacrifice the interest of the society, especially the poor Chinese students, for its own political agenda.

Politician regardless from which party need to be clear their appointment as MP is not about finding someone to reject any policy or initiatives come from opposition party.people give their vote only if they trust the MP (or the party) able to lead the nation towards better future. Since long ago,racial based quota system has been the main reasons for many non-bumi Malaysian not able to pursue their study in public university.TAR UC has become the alternative option to give the opportunity for non-bumi Malaysian to sign up for an affordable tertiary education. its worth to note that the opportunity to enter TAR UC is not exclusive to non-bumi Malaysian,bumi Malaysian are also given the same opportunity to enter TAR UC indiscriminately. Who ever sitting at the bench as YB in Parliament or Adun, please continue expand the opportunity for non-bumi and bumi Malaysian for an affordable tertiary education. Perhaps capping the tuition fee in private university not more than 30% from the fee in public university can help to reduce the cries for affordable tertiary education. If race based quota system stil exist in our education system, please give non-bumi more alternative option for affordable tertiary education too.

Allowing more people to learn and understand the value in chinese cultural and language will not make us less Malaysian if the curriculum always monitored to promote unity,patriotism and positive moral values. Its widely understood that mastering the language used by the world strongest economy power will benefits us. Supported by the growing number of bumi Malaysian sending their children to chinese vernacular school,its resources, facilities and capacity should be added as well.TQ
