Road Tolls - Tony Pua quoted only RM25 billion

MM Online - Toll abolishment would cost less than RM400b in compensation, says Tony Pua (extracts):



KUALA LUMPUR: The toll concessions takeover may cost less than the RM400 billion projected by the previous government, said Finance Ministry special officer Tony Pua.

The RM400 billion figure was being tossed around by the previous government by taking into account the compensation to be paid to the toll concessionaires which includes future gains,” he said at the Parliament lobby today
.

Please note what Tony Pua has been reported saying, to wit:

Yes, please do note that Tony Pua mentioned twice that the RM400 Billion was made by the previous government.


Pua was among the DAP parliamentarians who studied highway concession agreements signed by the government when it was declassified by the then finance minister Najib in 2009.


Later that year, he disputed the RM231 billion figure cited by the government as being the supposed cost of buying back 26 highway concessionaires.


He claimed at the time that it would only cost RM25 billion, considering the following factors [...]

Yesterday, Works Minister Baru Bian told the Dewan Rakyat that the government will postpone its plans to abolish tolls until it is more financially viable to do so.

He said that one of the main reasons is because it would cost over RM400 billion to do so, and the promise was made before Harapan knew of the full extent of Malaysia’s financial situation
.

Let me consolidate what have been reported previously as to who said what, and how much it would cost to remove all the tolls and compensate the 26 toll concessionaires (ask Maddy for their names, please), to wit:

(i) Tony Pua was reported mentioning RM25 billion,

(ii) Previous BN government was reported mentioning RM231 billion,

(iii) Works Minister Baru Bian was reported mentioning RM400 billion.

But Tony Pua now claims t'was the PREVIOUS government who quoted RM400 billion!

I didn't know that Baru Bian was a member of the PREVIOUS government (according to Chicken Little).

According to Malaysiakini, Tony Pua himself quoted RM25 billion, thus I agree with Chicken Little that his RM25 billion is definitely less than Baru Bian's RM400 billion.

Nowhere did Chicken Little mention Najib's figure of RM231 billion.

These confusing set of figures would be typical of Chicken Little and his Pakatan matey Lil' Boy Blue.

Some readers of my previous post did not even realise Najib was dripping with caustic sarcasm when he said in response to Chicken Little quote of RM23 billion and Works Minister Baru Bian's RM400 billion:

“Therefore, I propose that the Pakatan government should task Tony Pua in the effort to abolish all highway tolls to deliver on one of the main promises in their manifesto.

I believe that Pua and DAP are not liars and their far cheaper estimate is correct, and not made merely to cheat people of their votes.

BTW, Malaysiakini columnist P Gunasegaram informed us via his article Proton, Khazanah, Malaysia Inc and Mahathir that Toll roads were pioneered via Halim Saad’s Plus Expressway in the mid-80s, a known crony of Daim Zainuddin who had many other cronies.

It was just the Mahathir's way of making billionaires via Khazanah.

Today Daim Zainuddin as Chair of the powerful Council of Eminent Persons (CEP) has had his tenure extended by Mahathir indefinitely. The good very Bad olde days are back again.

    Mamak has his share of toll-road cronies, just like sleepyhead & jibby!

    Do dig into yr DB to find out how many toll concessionaires were awarded by mamak, sleepyhead & jibby.

    While u r on it, WHY don't u ponder about the reasons that WHY sleepyhead & jibby 'improved' on their new toll concession agreements while retaining the mamak's legacy. Why didn't they abolish those mamak toll contracts! Instead they lengthen the contractual periods!

    U simply JUST like to blame everything on mamak le!

    Ooop… wrt the cost discrepancy as reflected in jibby's caustic sarcasm, ain't they a reversed psychological farts just like WHEN u r been caught red-handed & could ONLY doing yr blood-dripping wakakakakaking to cover up the embarrassments!

  2. What is happening to all the Chinese leaders in power? They have become much worse than those old MCA leaders. Do they not know that they are humiliating the Chinese community?

    Supposedly well educated with strings of degrees but unable even to calculate (25 billion vs 400 billion) and having problems with decimel points in figures!

    The above is not even as bad as their propensity for bearing false witness against their neighbors. These supposedly good church going Christians!

    1. Are you referring to China leaders or Malaysian Chinese leaders? And among parties where there are majority Malaysian Chinese leaders and supporters, more than 80% of them are not Christians or any of the Abrahamic faith.

      Since when, a Ketuanan Melayu mindset, so concern and Kay Poh about other Malaysian races and their parties? And you are also preaching about humiliation of other races and religions? Include suppression, denial of rights, racism and religious bigotry in case you have forgotten.

      When did this transformation took place? After GE14?

      I also wonder who are the actual believers of religion who always bear false witnesses to all the wrong doings in this country for decades.

  4. As usual Najib leaves a pile of debt behind for someone else to clean up, like the 1MDB debt, ECRL debt, HSR debt, Gas Pipeline debts, GST refund debts, 1T national debt and now we are told 400B of toll debt, an amount notably, he did not deny.

    Najib should be given the title "Bapa Hutang".

    He inherited a 231B toll debt from the previous PM and for NINE years, 2009-2018, despite holding both the posts of Prime Minister and Finance Minister, did absolutely nothing to reduce it, instead allowed a host of new private toll roads to be built and the result was the 231B toll debt became 400B. Why didn't he try to re-negotiate the agreements with Halim Saad etc? Just like what TDM is now trying to do over the next 5 days, ie re-negotiate with the Middle Kingdom about the HSR, ECRL, Gas Pipelines etc.

    Then after being kicked out as PM he foolishly asked Tony Pua to help fix the problem, not realising that he was highlighting his own failure to solve the problem but in fact allowed it to deteriorate. But Tony already offered a solution back in 2009, when the debt was 25B, or 231B, but whatever the number it is still far lower than 400B, a number that Najib did not deny as being correct. If Malaysians had not kicked him out in GE14, what would the number be come GE15? 800B? My children, grandchildren and great grandchildren will have to pay for this debt, unlike keyboard critics living overseas.

    By the way the proposed new UMNO HQ beside the current one will likely be postponed or cancelled altogether due to anticipated financing problems. The new powerful Finance Minister and his cohort Economic Minister are unlikely to help.

  5. Another way out to solve the tolled roads problem would be upgrading or building anew the old trunk roads running alongside the tolled ones.

    RM 200 billion may be enough to solve the tolled roads problem?

    All tolled roads are supposed to complement existing old trunk roads but the previous regime has turned it the other way round forcing some to use tolled roads instead.

    Road users who hate paying tolls then have an alternative.

    1. One real cheeky way of foreclosing these bloodsucking toll concessionaires IS allocating state developing fund for local infrastructure upgrade.

      All states r instructed to maintain & up-keep all the interconnecting trunk roads to required standards.

      Once these trunk roads r been properly maintained, u can bet the traffic flows will increase, giving competitions to the tolled roads.

      The acted advantage IS the spillovered economic benefits to the rural areas scattered alongs these trunk roads. Many of which have been waylaid by the bypassing traffic flow, using the toll roads.

      With reduced traffic flows, it will be hard for the toll concessionaires to survive. Given time, they WILL fold & loan foreclosure will force the syndicating banks to forced sell these companies at very much reduced prices.

      Walla, RM25B will be enough to buy back some of these toll contracts.

      Those having govt linked guarantees, like PLUS, can be easily negotiated for an amicable compensations schemes.
