No change since time immemorial

From MM Online (extract):

According to the state's Department of Irrigation and Drainage (DID), the waters in some of the rivers in Penang had risen to dangerous levels. At 6.15pm, Sungai Dondang was at 22.11m, Sungai Air Itam at 6.84m and Sg Dondang at 22.11m.

The DID said that among the areas affected in Georgetown were Kg Masjid, Kg Makan (Makam?), Jalan P Ramless (Ramlee), Halaman Bukit Gambir and Jalan
Patani.

Since time immemorial (insofar as my personal kaytee's memory goes), every time rain hits Penang heavily, Jalan P Ramlee and surrounding areas would be flooded.

WTF man, DID?

Anyway, after all these years er more like decades, why has everyone in charge of Penang done buggerall about this flooding.
