Chow defends surveyor’s role in PBAPP
The chief minister says P Kuvenaraju is tasked with improving governance and SOPs in the water supply company.

PETALING JAYA: Chief minister Chow Kon Yeow has defended surveyor P Kuvenaraju’s role in the Penang Water Supply Corporation (PBAPP) following an MP’s query.
Jelutong MP RSN Rayer had asked where Kuvenaraju was during the spate of water cuts that Penang endured over the past few weeks, adding that Kuvenaraju was being paid handsomely by PBAPP.
In a statement, Chow, who is also PBAPP chairman, said Kuvenaraju’s independent, non-executive role was special, because part of his responsibilty was to improve governance and SOPs in the company.
Chow said Kuvenaraju was not a regular full-time employee, keeping regular office hours, adding that Kuvenaraju carries out special duties as required by the PBAPP board of governors.
He said Kuvenaraju’s role was to vet suitable people for top management posts and succession planning since he was a corporate captain with vast experience as a chartered surveyor and an arbitrator.
Chow said, upon being hired in 2019, Kuvenaraju was assigned by the PBAPP board to strengthen internal controls and checks and balances, besides ensuring regulatory compliance.
“His other roles include contract management, legal, acquisition and logistics, documentation and records, talent and remuneration and disciplinary matters,” the chief minister said in a statement.
Chow said, as declared in the state assembly before, Kuvenaraju was paid a special functions fee of RM47,600 a month, a non-executive director allowance of RM1,000 a month and meeting allowances of RM300 a month (per attendance).
