UEC, DPM posts, empowered Parliament among PH’s key promises

KLANG: Recognising the Unified Examination Certificate (UEC) and allocating two deputy prime minister’s posts are among the key pledges in Pakatan Harapan’s manifesto for the 15th general election.

The coalition promised to make public higher education institutions recognise the UEC, on the condition that applicants had at least a credit for the Bahasa Melayu paper in their SPM results.

“To fulfil this objective, the UEC will be accepted similarly to the existing general requirements for enrolment in public higher education institutions,” said the manifesto, published on PH’s website today.

PH also pledged to have two deputy prime ministers if it won GE15 – one from the Peninsula and another from East Malaysia.

The coalition also pledged that the appointment of the Malaysian Anti-Corruption Commission (MACC) chief commissioner will be vetted by a bipartisan parliamentary select committee (PSC).

Nominees for posts like the public prosecutor and inspector-general of police, as well as other top positions in MACC and the Election Commission, would also go through a bipartisan PSC.

“Security of tenure shall be given to appointed individuals to ensure that their duration of service is not arbitrarily cut short by a sitting prime minister,” it said.

It also promised to introduce a Fixed Parliament Term Act so that any dissolution of Parliament or state assembly will only be made at the end of their term, to maintain political stability.


It promised to enact a Freedom of Information Act and limit the Official Secrets Act to only matters that could threaten national security. The OSA’s classification would be decided by a PSC.

PH said it would amend the Whistleblower Protection Act to allow whistleblowers to expose wrongdoing directly to the media, adding that this would be done urgently.

Meanwhile, all ministers, MPs, senior civil servants, chairmen of government-linked companies and their close family members would be made to declare their assets.

Equal funding for MPs

PH also pledged to allocate equal funding for MPs if it formed the government, adding that these funds would be distributed through Parliament, not the Prime Minister’s Office (PMO).

It also said it would allow Sabahans and Sarawakians living in the Peninsula, whether for work or studies, to vote via post for future elections.

The coalition will also ensure that 35% of seats in the Dewan Rakyat will be allocated to Sabah and Sarawak.

It also will amend the Federal Constitution so that Malaysian women with foreign spouses who give birth abroad can confer their citizenship to their children.

Free breakfast for students, abolishing tolls, affordable housing

It also said it will continue efforts to review highway concessions, with the goal of eventually abolishing tolls altogether on PLUS highways.

As part of eradicating poverty, it pledged to continue the government’s Bantuan Sara Hidup programme and give out free breakfasts for students in a targeted manner.

It will also expand the PeKa B40 health screening programme to the M40 and decriminalise suicide by amending Section 309 of the Penal Code.

PH also promised to provide affordable low- and medium-cost homes for ownership or rental to tackle urban poverty, while setting up more government health clinics in high density areas.
