You can imagine anything (hanky panky) can happen behind closed door as there is only 1 representative (counting agent) from each party inside the saluran. Settle the 1 counting agent and some party will secure entire ballot box which contain ~500 votes or less. Some polling station consists of 12 salurans and with door close, how's one going to monitor what happening behind the scene? Whether the counting agent if any is trustworthy enough to carry out his/her's duty.<br /><br />Solution to this is counting shall be carried out at the main hall within the polling station whereby many eyes will be watching to ensure no hanky panky. Borang 14 shall be signed right after counting in full view of all and distributed to the Ketua Counting Agent right on the spot before transferring to the tally station. This is called transparency. This shall solve all complaints from the public and public will have much more confidence with the EC. Yes, but to me they were random errors, which we immediately objected to. The EC officer was fair , and rectified the count whenever we pointed it out.<br />At the end, the Votes were tallied up, the Ballot box sealed, and both BN and PKR agents had to sign our agreement that those were the Vote contents of box on the Form 14 - how many votes for BN, how many for PKR. How many spoiled.<br />This is the single most important form in the process, because when the ballots are tallied up at the centre, they must match the Signed Form 14s. Missing or unsigned Form 14 - invalid count.<br /><br />I have to say that in my little corner - just one Saluran in one voting centre in Kelana Jaya, the process was systematic and fair.<br /><br />I suppose you could also say the voting majority in favour of PKR in the Kelana Jaya constituency was so overwhelmingly huge, BN didn't bother to try any hanky panky.<br /><br />Can the process be cheated ? Of course. <br /><br />First of all, there are places where Pakatan Rakyat just do not have enough trained assistants to scrutinise every place and every part of the election process. We got plenty of help in PR strongholds in KL, Selangor and Penang, but its patchy in other places. If a particular Saluran just had EC officials and the BN representative.....anything could happen, ya ?<br /><br />If PR reps at the main tally centers aren't sharp enough to ensure every ballot box arriving has valid Form 14 , including the signature by PR reps at origin, then the possibility of slipping in "Unknown" boxes is there.<br /><br />Of course, there is the infamous "Blackout" tactic...<br /><br />Did the election involve massive cheating ? I don't know.
